Economic Development Officer (17/326)

Dumfries and Galloway

£41,664 - £44,916

Dumfries and Galloway Council is currently seeking to recruit an experienced economic development, regeneration, property or built environment professional to contribute to the development and delivery of a range of strategic economic development capital investment programmes and projects.

The Council’s Strategic Economic Investment Service is leading on the delivery of our Economic Development Capital Programme, as well as Borderlands Inclusive Growth Deal strategic programmes and projects, and UK Levelling Up fund supported projects. Working within the Service’s Strategic Project Development team, the postholder will be contributing to the development and delivery of £35 million of approved capital investment programmes and projects throughout Dumfries and Galloway over the next three years, with further approvals for an additional £30 million of capital investment to be sought over the same period.

A core part of the role will involve project development appraisals using HM Treasury Green Book processes and methodologies and so strong strategic, options appraisal, financial planning, and risk management skills are required together with excellent communication skills and the ability to engage with a wide range of programme and project stakeholders.

You will be educated to degree level or equivalent and will have a strong grasp of the local economic development policy environment, as well as knowledge and experience of applying the principles of the place-based approach to regeneration.

We are seeking someone that has substantial experience of the project development process, and a track record of securing significant levels of project funding for economic development or regeneration projects. You should have substantial experience of major project development and be able to demonstrate the ability to meet deadlines.

A project management qualification is also desirable.

This post is 36 hours per week over 52.14 weeks per year and is suitable for hybrid working.

A current driving licence is an essential requirement of this post. However, if you have a disability which precludes you from holding a driving licence, consideration will be given if alternative transport can be arranged.

Previous applicants need not apply.
