You will be professionally qualified with current full membership of a CCAB Institute.Responsibilities
You will oversee the day to day operational finance support, as well as assisting, and deputising for, the Accounting Manager in the provision of strategic level financial advice, planning and reporting to allocated Service(s).
In accordance with standards laid down by the Head of Service, Service Manager and Accounting Manager, you will supervise and manage the provisions of day to day operational financial support and advice to allocated Service(s).
You will ensure delivery of appropriate management information and advice to budget holders within allocated services and carry out ad hoc reviews as and when determined by the relevant Executive Directors and Heads of Service.
It is envisaged that this role will have a focus on Neighbourhood Services, and in particular the Housing and Construction Services divisions within that Service.
You will assist in the collection, maintenance and interpretation of information required for the development of economic and financial advice and analysis to be submitted to the Council's Committees, Members and Officers.The Individual
You will have experience of revenue budget preparation and monitoring, final account preparation, knowledge of capital budget and monitoring process, working knowledge of financial ledger systems, analysis of financial data and completion of financial returns.
You will have evidence of successful leadership of teams, of partnership and collaborative working, the ability to present financial and statistical information to non finance managers, excellent IT skills including Excel, good written and verbal communication skills and the ability to work quickly and accurately to meet tight deadlines.
You will have good problem-solving skills, negotiating skills and the ability to manage staff.
A satisfactory Standard Disclosure Scotland check is required.
