We are looking for a self-motivated individual who has knowledge and experience in the inspection and maintenance of flooding and drainage systems.
Your main duties will involve assisting the Senior Flooding Engineer in developing and working towards the successful implementation of the Flood Risk Management (Scotland) Act 2009 for East Lothian Council. This will include liaising with The Scottish Government, SEPA, Scottish Water, Local Authorities and other relevant bodies in order to prepare and implement Local Flood Risk Management Plans, map relevant bodies of water and Sustainable Urban Drainage Systems, etc.
You will take a lead role in assessing planning applications and development proposals against their impact on the transport and drainage infrastructure on the public road network. In particular Sustainable Urban Drainage Systems (SUDS) for new developments for compliance with National and Council policy and guidance assessing suitability for road adoption.
You will assist the Senior Flooding Engineer in the project management of ;Flood protection and drainage schemes within Roads, directing in-house teams and external consultants/contractors in the investigation/ feasibility, option preparation, contract administration and site supervision (includes monitoring of progress, contract expenditure measurement and payment certification).
You will be required to use Computer aided design (CAD ) to produce drawings/works packages to allow the maintenance and construction of the road network.
You will need to be confident with good verbal and written communication skills who can quickly establish good working relationships. You will also need to be IT proficient as digital technology is used daily as part of the role. You will be working as part of a multidisciplinary team of Technical staff and will engage with a wide and diverse audience (Technical and non-Technical) as well as members of the public.
You will be working within an office environment and will be expected to travel efficiently and effectively between various work locations within beautiful East Lothian. You will need to have an ability to work flexibly to meet the needs and demands of the service.

Educated to HNC/SVQ Level 3 in Civil Engineering or related discipline and/or able to demonstrate equivalent knowledge, skills and competencies gained through relevant experience
