Scotland’s new National Performance Framework and Economic Strategy set out the Scottish Government’s purpose and vision for inclusive economic growth. A critical aspect of inclusive growth is ensuring that as many people as possible, including those further from the labour market and facing complex or challenging circumstances, have the opportunity to access fair and sustainable work.
Building on the Scottish Government and Scottish Local Government Partnership Working Agreement for Employability, we are developing a partnership ensuring greater working collaboratively between Scottish Government and Local Government.
The roll out of the Parental Employability Support Fund (PESF) provides an opportunity for the Scottish Government to work in partnership with Local Authorities working together along with Third Sector colleagues to introduce a more flexible and user-based model of delivery that supports parents in local communities to progress through all stages of the Strategic Skills Pipeline into work and addresses in work poverty. Scottish Government would encourage LA’s to work collaboratively across departments with an influence on child poverty and to share best practice.
This is an opportunity to build capacity of current support and measures in place to address child poverty and further develop what works well across the Scottish landscape.
We want to ensure we have the right support in place for targeted family groupings providing parents additional support to participate and progress within the labour market. We believe that delivering this agenda is vital to ensure a more diverse and inclusive workforce and one which addresses the increasing challenging of In Work Poverty, and helps realise the Scottish Government’s ambition to eradicate child poverty.
PESF will provide support that will:
- Help in meeting the increasing challenge of in-work poverty, targeting support to help parents already in jobs support through the provision of training and employability support to remain active in the workplace and gain progression through a rewarding career. Funding being made available under the 1999/65 regulations.
Employees with a contract of employment for 3 months or more are automatically included in our Local Government Pension Scheme which is a career average scheme. Pension contribution rates are based on a tiered system determined by your annual full time equivalent pensionable pay. For example for those earning up to and including £21,800 the contribution rate you pay is 5.5% of your salary. The council pays the rest of the cost of providing your benefits. This amount varies but it's always enough to make sure your pension can be paid and will be at least 19.3% of your pay. In addition you get tax relief on your contributions - the tax you pay on your salary is calculated after your pension contributions are deducted.
Other main pension benefits include a pension that increases each year in line with price inflation and the ability to exchange some of your pension to provide a tax free lump sum.
