Job Details

  • The Platforms and Delivery Manager role is a senior management role within the Council’s Business Technology Solutions service. The role entails management of a multiple IT managers and teams of IT staff as well as direct engagement with Council services and managing IT suppliers.
  • This role specifically entails leadership and management of strategic Council platforms such as ERP, Office 365 and ensuring that forward delivery plans and resources are in place to deliver key Council priorities.
  • The role offers the opportunity to engage in exciting technology-related work with varied business areas at a time of significant change and growing dependency on IT and digital solutions.
  • Reporting directly to the Head of ICT, you will be directly responsible for both the on-going management of strategic digital platforms and the forward assurance of all project and programme delivery activities.
  • As a progressive employer, Fife Council offers the opportunity to work in this role as a “blended working” arrangement with a balance of home-working and office-working. This allows flexibility in place and hours of work to meet the demands of the role, however, the post holder will be expected to travel to and attend office locations in Fife as required, e.g. to engage in team, service or supplier meetings or to manage critical incidents.

The Person

  • The candidate will have extensive experience of managing multiple ICT operational teams and executing large IT projects within a complex organisation such as the Council.
  • This must include experience of strategic planning, especially around Competency Centre approaches to strategic digital platforms. In addition, experience of implementing project/programme management approaches and resource planning is essential.
  • This role involves collaboration with senior management and stakeholders Council-wide as well as a working knowledge of relevant information and data regulations.
  • The post holder will have significant resource and budgetary responsibilities and must have experience of managing sizable operational and project budgets.
  • Since the post entails both leadership elements as well as translation of technology opportunities into business plans, the postholder must demonstrate the ability communicate effectively at all organisational levels using a variety of means.
  • A driving licence is not considered essential, however it would be useful as the postholder will be expected to travel to various locations throughout Fife with a 1 or 2 day’s notice.

Before confirming your appointment, you will be required to obtain Protection of Vulnerable Groups (PVG) scheme membership through Disclosure Scotland and become a member of the relevant PVG scheme.

We are currently shaping our future workstyles however, in light of current advice, we are introducing blended home/office working that will include office access days each week with homeworking for the remainder of your working time.
