Job Description

Midlothian

Delivering efficiency savings through more effective procurement is a key element of the Council’s ambitious transformation programme. The jobholder will have a key role assisting the procurement team in realising the objectives of the Council’s Procurement Strategy.

Key tasks will therefore include working closely with variety of colleagues across the Council to support and maintain contractual arrangements, to ensure contract compliance and national standards through monitoring and review, to update and maintain contract registers, to administer the quick quotes progress for contracts up to £50,000, to support purchasing activities for all Council staff through the Council’s main financial system, Integra and to support the procurement team in all tasks and activities,

The jobholder will hold a Higher National Certificate (HNC) or similar qualification, or be able to demonstrate equivalent experience in a technical or administrative/ business related subject. The jobholder will be expected to become a member of CIPS in order to work towards attaining a procurement qualification.

The jobholder is expected to demonstrate a high level of competency in IT, including MS Office and administrative skills. They will have excellent attention to detail and the skills to analyse and interpret data.

Well established interpersonal skills are essential and the ability to work under pressure accurately, prioritise the workload and to identify key contacts swiftly, are critical to achieving success.

It is essential that the jobholder has the ability to manage their own workload to meet deadlines and keep abreast of national procurement legislation.

Monday – Thursday 0900 hours to 1700 hours and Friday 0900 hours to 1530 hours. Post is included in the Council’s Flexitime scheme

Weeks per year: 52

Please note that it is Midlothian Councils policy that successful applicants will be appointed to the first point on the salary scale.

Based on you average working week being 36 hours over 52 weeks per year the minimum actual salary for this position is £23,462.22 per annum.

Responsibilities

Compliance with the mandatory Cabinet Office PSN (Public Sector Network) Code of Connection requires the Council to meet a baseline personal security standard. This requires completion of a disclosure check for all employees who can access official information. The fee for this PSN Disclosure check will be met by the council.
