As part of the recently created Place division within Midlothian Council the Property Assets Team is responsible for managing the Councils land and buildings, ensuring buildings are well utilised, maintained and operated effectively.
Increasingly aware of the potential of GIS systems and effective use of data we’re looking to recruit a Property Information Officer, professional in geospatial surveying, specialising in ‘Geographical Information Systems’ to directly support the Property Asset team but also develop our capabilities in the use of geospatial data to improve our council management and the delivery of services both internally and in support of local communities in order to help them thrive and grow.
The Asset Management service is made up of property professionals and requires innovative and responsive technical support. Reporting to the Property Information Manager you will be responsible for assisting in the maintenance of existing data sources in order to provide robust data to support financial and property development decisions. Working with colleagues across the Council you will help develop existing data sets and develop data collection techniques using existing proprietary software packages in order to provide GIS based solutions to support more effective management of council assets and ‘self service’ information provision.
We are looking for an enthusiastic innovative individual with data analysis and GIS skills who is experienced in property data and able to work independently and under pressure. Experience in using ArcGIS, AutoCAD, SQL and Microsoft Office would be advantageous and familiarity with BIM software would be desirable.
Experience of working with Registers of Scotland, Ordnance Survey and managing big data sets would also be of benefit.
This is an exciting opportunity for a proactive individual who can demonstrate previous experience in property data related environments. The role requires effective communication skills and a results orientated approach.
Jobholder will require theoretical and technical understanding to degree level or equivalent, as well as being able to demonstrate technical working knowledge and experience. At this level, there will be a need for a thorough understanding of the breadth and range of organisational activities.
The jobholder would need a relevant degree, and hold Associate RICS or equivalent professional status in Geomatics to Level 3.
