Concerto Systems Analyst

We are looking to recruit a committed and enthusiastic individual to develop and ensure the integrity of the Council’s Asset Information/Management System for Council owned and managed assets and be able to provide business intelligence.
You will support and report to the Works and Inspection Manager.
This post represents a challenging opportunity to develop the Council’s Asset Information/Management system over a wide range of services, upgrades and improvements and to act as the conduit for systems improvements between the users and the systems provider. Additionally, you will be responsible for the development of the training needs.
You will ensure the integrity of the system and reconciliation of data within the system. Lead the development of changes/refinements/amendments to the system including establish and managing planned updates. Develop and ensure appropriate management, financial, data and automatic highlight reporting from the system as required. Work with others to ensure appropriate integration with other relevant Council information systems including Integra. Lead, co-ordinate and implement, in consultation with service managers, agreed changes to existing ways of working. Ensure timely population of the Asset Information/Management Database. Produce regular review process maps to ensure the Concerto system and processes are optimised. Provide business backup to Development and Infrastructure to provide information from databases and incorporate into the central corporate system where possible.
You will have a good standard of education and hold an HND or other SCQF level 8 qualification in a Business Management, Financial or an IT subject. You must be able to demonstrate experience in dealing with financial issues. Considerable experience of using complex computer database systems. Experience in the use of Structured Query Language (SQL) or similar. An understanding of relevant local authority procedures.
