This role will assist in the delivery of the HSCP’s Change and Improvement Programme, the Council is looking for an experienced individual to support its transformation programme, by providing robust business analysis to support its development, design and delivery. You will be expected to be able to assess particular pieces of work, recommend appropriate business analysis approaches; and to plan and deliver this work that will support the project. The job will be carried out by working closely with others in the Change and Improvement Team, operational managers and staff potentially across all HSCP services as well as with partners and agencies. In addition to carrying out business analysis activities, you will provide guidance and coaching to staff across the council on applying business analysis tools and techniques.

A degree and/or relevant professional qualification (or equivalent) is desirable as is a Change Management Methodology Qualification (e.g. Six Sigma Black Belt or equivalent) or Project Management Qualification (e.g. PRINCE2 or equivalent). It is essential that you bring significant experience of Business Change projects from analysis through to implementation and have experience of facilitating workshops and of leading on and conducting Process Mapping and process redesign. You must have experience of formal requirements gathering in addition to working in a matrix management environment and in a project environment. Experience of working in Local Government or Public Sector is desirable as is Project Management experience and customer journey mapping.

You will have knowledge of Process & Workflow Analysis, culture change techniques and Business Requirements capture along with the ability to produce accurate work to tight deadlines under pressure. You will be able to communicate clearly and concisely both in writing and orally and have knowledge of standard computer systems including Microsoft Office packages and skilled in sing MS Visio or other similar visual representation tool. You will have the ability to observe and record accurately, prepare and deliver effective presentations and able to carry out research and investigative tasks. You will have interviewing, observational, communication, problem solving and organisational skills. You must be able to work without close supervision and work effectively with other people from a variety of backgrounds and disciplines and be delivery focussed and able to plan and manage own work.
