Finance and Property Services plays a key role within the council including the delivery of frontline services to the public in West Lothian.  As part of Finance and Property Services, the council’s Financial Management Unit (FMU) is recognised as a high performing unit with a key role in ensuring the council makes the most effective use of resources to support delivery of services to customers.

The current economic climate demonstrates the importance of sound financial planning and financial support within local government.  An opportunity has arisen within FMU for the recruitment of a level 2 accountant to play a lead role in the development and implementation of the council’s revenue budget strategy and financial planning.

This senior accountant role within FMU will help to deliver a comprehensive range of financial planning support to senior officers, budget holders and elected members of the council.  In addition to undertaking a strategic treasury management role, the role will also involve assisting in development of the council’s general services medium term financial strategy.  It will involve working closely with a range of council staff and community planning partners and will help support the vital work of ensuring the council meets its statutory requirement to have a balanced budget.

As part of a highly motivated and close working team, the post holder will be expected to complete their duties with a minimal level of supervision using considerable initiative and independence.  The post requires a high level of professional accounting expertise and there is the opportunity to be involved in, and potentially lead, a number of cross-cutting developments and projects.

You should also have the ability to operate successfully in a dynamic team working environment, with a proactive attitude and approach.  The postholder will be expected to set and meet high quality performance standards and continually strive to meet these standards for their own and the team performance.

You must be a fully qualified CCAB or CIMA accountant with experience and knowledge of local government finance
