The Scottish Fire and Rescue Service would like to invite applications for the post of Corporate Skills Development Advisor, based in West Headquarters, Hamilton on a temporary basis. This is a full-time opportunity, working 35 hours per week however, applications from individuals seeking to work on a part time, job share or flexible working basis would be considered.
To support the Leadership and Skills Development Manager in the effective delivery of Corporate Skills learning and development across the Scottish Fire and Rescue Service (SFRS). The post holder will work with the Leadership and Skills Development Manager and the wider team to ensure that people have the required skills, knowledge and capability for their role and to meet the overall corporate expectations placed on the SFRS.
Working as part of a team, the post holder will ensure the design of, both in-house (and with expert third parties), learning and development solutions which includes a blended approach to learning such as coaching, classroom training, 1-2-1 sessions, action learning & e-learning as well as the continued professional programme required for excellent service provision.
The individual will ensure the delivery of blended solutions and training to meet the quality assurance requirements for the function.
The candidate will ensure the provision of professional advice, assistance and internal consultancy (business partner) services to SFRS management and employees in relation to learning and development needs within SFRS and contribute to the development of POD plans, policies and project activities on an ongoing basis. The role also involves delivering learning in the most effective and efficient way, considering size of audience, location and learning objectives and using most appropriate delivery methods/channels.
Operating within the requirement of the quality management system, the role requires the candidate to support the establishment of the SFRS Continuous Learning Framework and portfolio of services and prepare, monitor and take action on statistical [performance] information in relation to learning and development.
The candidate will be asked to Initiate and maintain relationships with colleagues in partner organisations and represent the function at Board meetings, working parties, management meetings as required, prepare reports and any other management information as required. Maintenance of a comprehensive knowledge and Continuous Professional Development in relation to learning and development is necessary.
Previous experience of a similar learning and development role and the delivery of blended solutions and training. Coaching and mentoring experience would be advantageous. Applicants must hold CIPD membership or a similar learning and development qualification.
The candidate will hold CIPD membership (or a similar Learning and Development qualification) and have experience in the provision of end to end learning and development service in a Learning and Development role within an organisation of similar size and complexity. Specialisms for the role include design, delivery and evaluation of corporate skills, leadership and management programmes.
The candidate will be an articulate and confident communicator who has the ability to use Microsoft Office Packages, work to deadlines, and be able to manage competing priorities and demand.
Candidates should hold a relevant degree or equivalency and be practised in the application and use of e-learning, webinars and virtual classroom delivery. Candidates should also have coaching and/or mentoring experience.
Driving licence as the ability to travel throughout Scotland is required.
Applicants are required to have a flexible attitude, capacity to work under pressure with excellent communication and influencing skills. Flexibility in working arrangements will be required as travel throughout Scotland will be necessary.

Salary on appointment will normally be at the lower salary point, with progression subject to regular review - in line with the SFRS performance appraisal arrangements. A higher salary placing will be considered in exceptional circumstances subject to experience demonstrated.
