The Scottish Fire and Rescue Service would like to invite applications for the post of Human Resources and Organisational Development Manager (HROD) based at Scottish Fire and Rescue Service Headquarters, Cambuslang.   This is a full time opportunity, working 35 hours a week however, applications from individuals seeking to work on a part time, job share or flexible working basis would be considered.


This is an exciting role with opportunity to shape the way we work to ensure the bold vision of transformation for the SFRS is implemented reflecting the risks and needs of Scotland in 21st Century. With experience of working as an HROD professional and Chartered Member of CIPD you will be able to demonstrate a variety of relevant experience across the HROD remit and extensive experience and passion for enabling human potential from resourcing to talent management and leadership capabilities to organisational and cultural development are key. You will create, implement and embed effective behavioural, psychometric, talent and succession management, performance and review frameworks.


Your progressive and innovate approach to OD and change will continue to challenge the cultural norms, engage with our workforce as well as engagement across the youth agenda, diversity and inclusion and pursuit of balancing workforce profile will support cultural change.


Under your leadership, appropriate behavioural, leadership and psychometric frameworks will enable talent pipelines in support of the SFRS Strategic Workforce and Resource Plan to meet both current and future Service priorities. You will design and deliver interventions that identify, support, develop and transition talent between roles, progression into role or across career paths. You will lead the development and implementation of talent management process, systems and associated embedding tools and frameworks. Working with the Leadership and Skills Development Manager you will ensure that managers and leaders are competent across technical/professional, management and leadership behaviours and skills.


This role is a management role with the People and Organisational Development directorate.


We are looking for an experienced HROD manager who has a commitment to bring about strategic change.  You will be pragmatic and able to gain the confidence of senior managers and ensure sustainable positive outcomes are achieved. You will be qualified to Chartered Member of CIPD.  A Project or Change Management Practitioner or equivalent qualification and experience of budget management would be advantageous. It is desirable that you have experience of using psychometrics within an occupational context and possess the British Psychological Society's (BPS) recognised qualification in psychometric and psychological test use as a Test User - Ability and Test User - Personality. 

You will need to be a confident communicator and facilitator with determination, passion and energy to enable the SFRS to successfully deliver and implement the bold vision for transformation. It is essential that you have demonstrable experience in behavioural and leadership development - competencies, interventions and career management. Significant experience of designing, implementing and leading successful change programmes (culture, people, polices, processes and systems) and leadership development programmes within a complex system.


Highly motivated self-starter with excellent analytical skills, performance focussed with a growth mindset. Your curiosity and collaborative approach enable effective relationships and partnership working. You will require to have a flexible attitude, capacity to work under pressure and manage multiple priorities.


The post is based in SFRS Headquarters, Cambuslang however flexibility in working arrangements will be required as travel throughout Scotland will be necessary.

Salary on appointment will normally be at the lower salary point, with progression subject to regular review - in line with the SFRS performance appraisal arrangements.  A higher salary placing will be considered in exceptional circumstances subject to experience demonstrated.
