Job Description

Fife Sports and Leisure Trust is a company limited by guarantee and a charity whose
purpose is to make a positive difference to communities by creating opportunities for
people in Fife to become more active more of the time. The Trust operates and
manages 14 facilities on behalf of Fife Council and receives a management fee to
deliver an agreed level of service.

Our vision is “Making a difference by delivering opportunities for people in Fife to
become active”.

Our mission is “Growing the Business, Improving the Customer Experience and
Making a Difference”.

Since its launch in 2008, the Trust has recorded over 23 million visits to its sports
and leisure facilities. The Trust’s teams work hard to deliver programme that meet
the needs of a wide range of users and we have seen strong growth in target groups
such as Over 60s and juniors. Its Learn to Swim programme has been very
successful with nearly 6,500 participants across Fife.

The Trust has always put the health and wellbeing of local communities at the heart
of what it does, and, has successfully delivered a self-funded, award-winning health
and wellbeing programme for people living with long-term health conditions such as
cancer, diabetes and Chronic Obstructive Pulmonary Disease (COPD). Working in
partnership with NHS Fife and Fife Health and Social Care Partnership, the
programme has had a significant impact on participants’ wellbeing as well as help
alleviate pressures on front line services.

As the Trust enters its twelfth year with an impressive number of milestones and
achievements, it is now looking to recruit a new leader to replace the current Chief
Executive who is retiring early next year. The successful person will be an
inspirational leader who possesses exceptional strategic, interpersonal and
ambassadorial skills, with the ability to perform a wide ranging role, leading the
Charity in continuing to grow and extending its impact into the next decade.

You will be an innovative thinker, financially astute, with a track record of stimulating
growth in both service users and income with a clear aspiration to ensure that local
communities and stakeholders continue to regard FSLT as a partner of choice.

Crucially, you will need to demonstrate that you have implemented transformational
change within an organisation and be excited about the opportunity to effect real and
lasting improvements to the health and wellbeing of communities throughout Fife,
whilst balancing the delivery of public service with commercial opportunity.

With excellent influencing skills, the successful candidate will need to motivate,
encourage and bring energy to the delivery of our strategic objectives and goals with
a real can-do attitude and an aptitude for problem solving. Equally important will be
the need to work with our sole member, Fife Council, to bring about future
transformational changes to the business.

The Chief Executive will have a range of strategic responsibilities to ensure that the
Company’s corporate plans and aspirations are effectively delivered.

Managerial Role

The Chief Executive will be expected to engage with Company staff, representatives
from Fife Council and business partners from all sections of the community. The
ability to build and maintain effective working relationships at all levels is crucial to
the success of the post.

In terms of support there are three posts that report directly to the Chief Executive –
Chief Operating Officer, Head of Finance and Business Development and Human
Resources Manager.

The Chief Executive will report to the Board of Directors (13 – six Partner and seven
Independent) who are drawn from Fife Council and the business/sporting
community. Directors are appointed for their ability to add value to the success of
the Company in strategic and business development matters.

The Board currently meets every two months and the Chief Executive is expected to
attend the meetings. Sub Committees meet on a regular basis and the Chief
Executive is responsible for ensuring that a member of the Executive Management
Team attends and provides strategic support.

The Individual

  • Considerable achievement at a senior management level in a large organisation
  • Experience in operating in a strategic corporate environment
  • Proven record of strategic planning and management
  • Evidence of leading transformational change within a large organisation
  • Experience of managing significant financial resources and appreciation of aspects relating to value for money, probity and accountability
  • Evidence of successful leadership of teams at the highest level
  • Evidence of innovation in the formulation and implementation of policy
  • The ability to analyse the political, legal and business environments
  • Able to demonstrate success in change management and changing cultures in a way that successfully improved services to modernise ways of working
  • Knowledge of the legislative framework, the Scottish Government and other relevant policies and strategies
  • Evidence of operating within a commercial environment
  • The ability to develop strategies, vision and values
  • Excellent written communication skills and the ability to produce reports on complex issues
  • Strong persuasive and influencing skills with the ability to make decisions and recommendations based on the analysis of options
