Head of Local and Regional Planning

Why we need you

The housing industry needs a supportive operational environment to ensure that the substantial social and economic benefits associated with delivering more homes can be realised. Planning policy and practice at the local and regional level lies at the very heart of this. More than ever, we need to ensure we are building and sustaining positive working relationships with local authority planning teams, regional partnerships and national government. We take a collaborative approach to removing barriers to achieving a wide range of positive policy outcomes through the delivery of more new homes, and providing constructive, insightful responses to development plan and housing land audit consultations.

Homes for Scotland (HFS) represents c200 organisations which together deliver the vast majority of new homes in Scotland. As a result of reorganisation and expansion, this is one of 4 integral opportunities to join our small influential team. Play your part to help us address the long-term vision for housing, the transition to net zero and evolving planning reform – all in the context of Covid recovery.

Working in our small and impactful, team you’ll experience a supportive environment with enthusiastic and experienced people. You will lead our busy and expanding work in this area, promoting membership needs and ensuring these requirements are reflected in local and regional planning policy and practice to produce positive outcomes for the wider industry. Our intention is to provide an agile and co-ordinated approach, providing parity of service to members across all five of our Home Builder Committee regions. The post holder will report to the Director of Planning though must be capable of working independently and leading this key workstream. This will include

· Maintaining a forecast of Local Development Plan (LDP) casework,

· Ensuring HFS provides clear, consistent and persuasive responses to LDP consultations, and builds and maintains effective relationships with planning authority staff.

· Manage the Senior Planning Advisor

And you are….

You’ll be professionally qualified (ideally RTPI), have relevant industry experience in housing & supply, be collaborative, personable and an astute individual who can engage confidently with members and our wide-ranging stakeholders. You could be working in Government, or for a housebuilder or consultancy but wherever it is ultimately, you’ll be interested in the wide spectrum of planning issues and views associated with the delivery of more homes. Being able to clearly, positively and concisely articulate industry views, relating them to the public policy agenda, whilst remaining cognisant of the wider economic, social and political environment within which our members operate is essential.

This full-time position includes a competitive salary dependent upon experience, with employer’s pension contributions, private life cover, health cash plan, health insurance and cycle to work schemes also offered. We operate a flexible working policy.

This will be a full time permanent position ordinarily based in our Edinburgh office. The HFS team is currently working from home due to Covid-19 restrictions, but it is anticipated that staff will be returning on a flexible basis imminently.
