Scotland Excel is a multi-award winning, non-profit making organisation, delivering innovative procurement solutions for the public sector. Since 2008, we have helped to raise the profile of procurement by championing its potential to shape markets, support policy priorities and, ultimately, ensure the sustainable delivery of services that every community needs.

In 2018, we published our new strategic plan, detailing our vision for the next five years. Our plan sets out an ambitious agenda to further grow our organisation, supporting local authorities and other public sector organisations as they face increasing financial pressures and rising demand for services.

Our contract portfolio worth over £1bn covers a wide range of areas including social care, construction, roads, transport, environment, corporate, education and ICT. As a Centre of Procurement Expertise, Scotland Excel also delivers learning and development, change management and consultancy services.

As part of our close collaboration with local authorities in providing innovative solutions, Scotland Excel are seeking to appoint a 2-year fixed-term procurement professional based within Perth & Kinross Council to focus on delivering an ambitious procurement savings programme on behalf of the council's housing and environment department.

About the role

As a Senior Procurement Specialist, you will use your in-depth market and commercial knowledge to develop and manage innovative sourcing strategies, effective contract/framework utilisation, process improvement and procurement solutions that deliver value and savings for our customer.

Your exceptional stakeholder engagement skills will strengthen relationships with internal customers and your commercial approach will ensure that the council is able to realise the greatest value possible from the substantial expenditure controlled by the service. A natural leader, you will get the best from council colleagues working with you to deliver collaborative outcomes and operational savings.

As this post relates to the council's housing and environment department, experience or an understanding of this area would be an advantage, but not essential.

In return, you will have the opportunity to progress your career in a leading procurement organisation. You will work with like-minded colleagues who get real satisfaction from supporting the delivery of essential public services and bringing social, economic and environmental benefits to our communities.

As well as a competitive salary, you will have access to all the benefits of working for a public sector organisation including a defined benefits pension scheme, generous holiday allowance, flexible working and a range of other initiatives which reflect our commitment to creating a positive work-life balance for all our employees.

We welcome applications from candidates with disabilities and guarantee an interview to those candidates who meet the essential requirements for the position. If you have a disability, please make us aware of it in your application .
