Scotland Excel is the Centre of Procurement Expertise for local government in Scotland. Established in 2008, we are a multi-award winning, non-profit making organisation, delivering innovative procurement solutions for the public sector. Over the past thirteen years, we have helped to raise the profile of procurement by championing its potential to shape markets, support policy priorities and, ultimately, ensure the sustainable delivery of services that every community needs.

In 2018, we published our new strategic plan, detailing our vision for the next five years. Our plan sets out an ambitious agenda to further grow our organisation, supporting local authorities and other public sector organisations as they face increasing financial pressures and rising demand for services.

Our contract portfolio worth £2bn covers a wide range of areas including social care, construction, roads, transport, environment, corporate, education and ICT. As a Centre of Procurement Expertise, Scotland Excel also delivers learning and development, change management and consultancy services.

About the role

The post holder will work within Scotland Excel’s Social Care Team and lead on the provision of commissioning and procurement life cycle activities for social care.

As a Senior Procurement Specialist, you will use your in-depth market knowledge to develop and manage innovative commissioning strategies and procurement solutions that deliver value to our stakeholders. Your exceptional stakeholder engagement skills will strengthen relationships with the wide range of stakeholders and partners we work with. A natural leader, you will get the best from colleagues working with you to deliver collaborative contracts.

Scotland Excel has two dedicated Social Care Teams, covering Adult Social Care and Children Services. The teams provide national framework agreements for a range of care and support services for people. The post holder will be responsible for working collaboratively to develop and agree arrangements and to undertake contract management activities. You will be joining the Social Care Team at an exciting time for social care commissioning as we consider the recommendations of recent reviews and changing policy direction.

You will work with like-minded colleagues who get real satisfaction from supporting the delivery of essential public services and bringing social, economic and environmental benefits to our communities.

As well as a competitive salary, you will have access to all the benefits of working for a public sector organisation including a defined benefits pension scheme, generous holiday allowance, flexible working and a range of other initiatives which reflect our commitment to creating a positive work-life balance for all our employees.

We welcome applications from candidates with disabilities and guarantee an interview to those candidates who meet the essential requirements for the position. If you have a disability, please make us aware of it in your covering letter.
