Renfrewshire Council has committed to an ambitious programme of housing improvements and regeneration, with circa £250m of investment planned over the next five years to ensure our housing portfolio of 12,200 properties meet all statutory and regulatory standards. This programme includes investment in our multi storey high rise blocks and 8 housing regeneration areas, as well as ensuring our stock continues to meet the Scottish Housing Quality Standard (SHQS) and the Energy Efficiency Standard for Social Housing (EESSH).

 

Our investment programme will not only significantly enhance our housing stock, it will also contribute to the wider transformation of Renfrewshire as a place and will be central to economic and social recovery.

 

Located in the Housing Investment team within our Environment, Housing and Infrastructure department and reporting to the Housing Asset and Investment Manager, you will be responsible for the strategic development of the Council’s housing capital investment plan and the organisation of its successful delivery in order to achieve compliance with all statutory and regulatory standards including SHQS, EESSH, Net Zero and other current and emerging strategic priorities. Achieving high levels of customer satisfaction with the capital investment programmes will be pivotal to your role.

 

You will ensure that all contractual arrangements, and risk control processes are in place for a range of investment projects, and manage area based multidisciplinary delivery teams designed to deliver large scale work programmes meeting the key objectives of the housing capital investment and regeneration plans, including whole house retrofit works, investment in regeneration areas and multi storey investment works.

 

To undertake this role successfully you will be educated to degree level and have experience of working in a senior position within government/housing association., leading housing investment planning and delivery on large scale projects. You will have an understanding of statutory and regulatory requirements in relation to social housing and experience of preparing investment plans and putting in place systems to support monitoring of compliance.

 

You will have effective communication, organisational and interpersonal skills and the ability to produce and present information to a high standard in a range of formats including reports and maintain effective working relationships with internal and external partners and stakeholders.
