Children’s Hearings Scotland (CHS) is undergoing an exciting period of reform designed to make a step change in improving the outcomes for infants, children and young people who need us most.

We have a fantastic opportunity for an experienced Learning Manager who will use their passion and innovation for learning to deliver a National Learning Strategy that will drive excellence and quality in how we support our people to promote and uphold children’s rights consistently across Scotland.

Building on the work that has already been done, and reporting to the Director of Positive Outcomes, the National Learning Manager will create, shape and deliver an innovative Learning Strategy that meets our user needs. You will work with our partners and stakeholders to ensure the delivery of a comprehensive and high-quality learning curriculum, taking into account a changing political and social landscape in how we support and care for the children that need to come to a children’s hearing. Working with teams within CHS, you will do this at scale across Scotland and demonstrate consistency of quality and delivery.

You must be able to lead a team, build collaborative relationships and be able to challenge practice and culture to achieve positive outcomes. You will be committed to listening to the voice of people with lived experience of the care system to shape and influence what we do and how we do it. You will deliver a learning offer that supports the knowledge and behaviours that are required of the Hearing Tribunal. You will horizon scan and build in flexibility to any strategy to pivot quicky to ensure learning stays fresh and relevant. You will deliver learning interventions for our Tribunal members that are tailored to meet a variety of individual learning styles and needs.

Your Role

Ensuring an agile and robust learning offer, you will work to influence and collaborate with other functions across CHS including Practice and Standards, Quality, and Local Delivery teams to ensure alignment and relevance of the Learning Strategy and its operational delivery. You will work collaboratively and show leadership in working with external stakeholders and partners. You will ensure different strands of learning are sequenced and delivered on time and at scale.

You will work with our digital team to ensure that under the ‘CHS Learning Academy’ brand our learning solutions are geared towards meeting the needs of our community.

Keeping up to date on research and learning technologies and listening to the needs of the community will be key to success in this role.

About you

You will have experience of managing Learning or Organisational Development, working with multi-disciplinary teams and different stakeholder groups including managing consultants. Previous experience of shaping and delivering a learning strategy, you will be able to show how you supported continuous improvement and learning growth across an organisation, and how you have used different methods to engage with complex stakeholders.

You will have experience of powerful Learning Management Systems and have an impressive track record in building high quality online learning solutions.

A strategic thinker, you will be able to share and implement your vision for a modern, fit for purpose Learning strategy, be a people person, and inspire excellence in our learning offer to our community. Above all you will be inspired by the work of CHS to use your skills to improve outcomes for infants, children and young people in Scotland.

At Children’s Hearings Scotland, our highly trained Panel Members make decisions for Scotland’s unique Children’s Hearings System that upholds and promotes the rights of infants, children and young people. Our 2,500 volunteer Panel Members take part in children’s hearings in their local areas, making decisions with and for infants, children and young people. Our organisation also supports a network of Area Support Teams throughout Scotland who support Panel Members in their local communities.
