Job Description

As part of a new Communities Service the CSU will be leading on capacity building and consultation using a CLD approach.    This is built on an understanding of the importance of empowering communities to be more involved in the decisions that affect them.  CSU facilitate Community Planning involvement for community groups and support new and existing groups, organisations and community forums in Moray through the promotion of social inclusion, active citizenship and life long learning.  

The Community Support Officer will be part of the Community Support Unit team and will operate under the direction and management of the Community Learning and Engagement Manager.  

Responsibilities

  • Planning, delivery and evaluation of community engagement activity
  • Developing community capacity building support within local communities in Moray.
  • A responsibility for the development of a specialist area of work within the Community Support Unit staff team (eg Community Engagement, CATS)
  • Managing/supervising staff. – (CSOs may undertake staff responsibility as part of their duties.)
  • Ensuring all Health and Safety Regulations are complied with.
  • Participating in the Council’s Employee Review and Development Programme

The Individual

  • Proven skills and knowledge of delivering robust community engagement.
  • Substantial proven experience of Community Development work
  • Substantial experience in Community Learning & Development.
  • Proven skills in community needs assessment and training delivery.
  • Experience of managing staff, budgets and delivering training.
  • Proven working knowledge of Quality Assurance, planning tools and performance management frameworks.
  • Educated to degree level, diploma or post graduate certificate in Community Learning & Development or similar discipline.
  • Proven ability to prioritise workload.
  • Proven ability to work under minimal supervision.
  • Self confidence and self motivated.
  • Knowledge of Community Planning and developing Community action plans.
  • Knowledge of the Community
  • Work effectively as part of a team
  • Working knowledge of Microsoft Office including Word and Powerpoint.
  • Experience of using online platforms suitable for community engagement
  • Proven ability to plan and manage own workload.
  • Proven experience of development working with community groups.
  • You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the service. Due to the rural nature of Moray, this is normally undertaken by use of a car/van.
  • Proven ability to work within a team.
  • Able to communicate effectively with a broad cross section of community members and professionals, using a range of methods.
  • Able to work under pressure
  • Ability to focus on agreed objectives, to ensure they are achieved within agreed timescales.
  • Proven ability to take measured risks.
  • Appreciation, acceptance and a commitment to the importance of confidentiality.
  • Ability to work from home and also in a busy shared office environment as required
  • Ability to work in different offices dependent on service requirements.
  • Ability to work flexibly to meet demands of service including evening meetings.
