Job Description

Lead learning. Shape change. Build capability.

Are you a confident, forward-thinking leader who can help people—and an organisation—thrive?

Lead Aberdeenshire Council’s Learning and Organisational Development team and shape the skills, leadership capability and digital confidence of our 15,000-strong workforce.

You will lead a professional team delivering high-impact learning and organisational development across a large, diverse organisation. Working with senior leaders, managers, employees, elected members and partners, you will turn priorities into action across leadership, workforce skills, talent, engagement and organisational change.

You will also drive our digital workforce skills strategy, create innovative blended learning and strengthen our Digital Champion community. Using insight, data and evaluation, you will focus effort where it matters and show the difference your team makes.

You will:
- lead, motivate and grow a professional team;
- turn organisational priorities into practical, high-impact solutions;
- lead change and deliver complex programmes at pace;
- build trusted relationships and influence across the organisation;
- use evidence to make sound decisions and demonstrate impact; and
- champion learning, digital confidence and continuous improvement.

You will bring strong leadership experience, excellent project management skills and a track record of delivering results. You will be educated to degree level in a relevant discipline or demonstrate equivalent transferable experience. A CIPD qualification and experience in local government or the wider public sector would be an advantage.

Why join us?

This visible, influential role offers the chance to make a real difference across Aberdeenshire Council. You will shape the future of learning and organisational development, enable workforce transformation and equip colleagues to deliver excellent services for our communities.

Ready to lead with purpose, challenge thinking and turn strategy into action? We want to hear from you.

There is a responsibility for the post holder to demonstrate a commitment to quality service delivery through continuous improvement for the benefit of the Service and the organisation.

The interview will be on the 10th November 2026.
