Customer and Digital Services has a vacancy for a motivated individual to undertake and assist with the provision of ICT support and development activities in its GIS Team You will work in an exciting and dynamic environment which is at the heart of business change throughout the Council.

We are looking for an experienced officer to join our Geographical Information Systems (GIS) Team to support GIS users, create solutions for our customers, maintain and administer our ArcGIS Online account and our GIS Enterprise infrastructure, and to support the promotion of location intelligence in multi-disciplinary projects.

The GIS Team has a key role in supporting delivery of the GIS Strategy, Data and Information Strategy and commitment to the principles of Open Data. It has corporate responsibility for the support, development and delivery of GIS services for the Council as a whole.

The successful candidate will work in close co-operation with other Council service areas and the Council’s ICT Partner Provider to help support users and deliver business change. A key part of your role will be to add value by scoping and interpreting non-technical business requirements, providing a solution, and translating into project deliverables.

You should have a strong background working with GIS and in particular the ESRI ArcGIS suite of products such as ArcGIS Desktop and Pro, ArcGIS Online, and ArcGIS Enterprise server Knowledge of Portal for ArcGIS will be an advantage.

You should have experience in GIS spatial data capture, interpretation of spatial information and understanding of mapping, projections and data formats e.g. Ordnance Survey products.

You must be able to demonstrate a sound working knowledge of web delivery and building web mapping applications, along with programming for GIS applications. Experience in programming using JavaScript, Python, HTML5 and CSS is desirable.

You will be expected to provide key GIS services relating to the ongoing development of the Council’s Information Systems and therefore experience in the presentation and analysis of information on internal and external web sites is essential.

Familiarity with Ordnance Survey digital products and other geospatial digital formats, as well as a general understanding of the issues associated with Address Gazetteers such as the One Scotland Gazetteer is essential.

You will have a good knowledge of the legislation and standards relating to geospatial data.

A working knowledge of AWS server hosting and management is highly desirable.

A working knowledge of Idox Uniform Spatial is also highly desirable.

Our salary range typically reflects the initial starting salary and annually increases until it reaches the top of the range.
