An exciting opportunity has arisen for a Senior Change & Delivery Officer within the Data, Performance & Business Planning Team of the Strategy & Communications Division in the City of Edinburgh Council. Working at the very heart of the Council, you will have the opportunity to make a real impact in shaping the development of the Council’s Planning & Performance Framework and the high-quality data analytics and performance information necessary to drive service improvement and make key business decisions.

Working with the team and stakeholders across the organisation you will provide the necessary expertise to support the design, implementation and embedding of the performance framework including the development of robust outcome measures, KPI’s and targets.

Using a range BI applications and analytical methodologies, you will provide the data analytics to support the framework and as the wider range of complex data analytics required to drive service improvement across the organisation.

The successful candidate will have extensive experience of performance management and business intelligence within a complex business environment. You will be an enthusiastic and driven self-starter, able to demonstrate your ability to deliver in a challenging but rewarding environment.

  • Extensive experience in developing and imbedding performance frameworks in a complex organisation including the development of outcome-based measures, KPI’s and targets
  • Strong leadership and interpersonal skills
  • Significant experience in data preparation, data analytics and statistics
  • An understanding and experience of a range of business intelligence tools such as, (but not limited to), Business Objects, Power BI. and Advanced Microsoft Excel skills are essential.

Our salary range typically reflects the initial starting salary and annually increases until it reaches the top of the range.
