As a Procurement Officer, you will lead and support procurement exercises across a broad range of goods, services and works contracts. Working closely with service managers and stakeholders, you will provide professional procurement advice, develop sourcing and contract strategies, manage tender processes and support effective contract and supplier management.

You will contribute to the Council's strategic procurement objectives, helping to deliver efficiencies, manage commercial risk and ensure procurement activity supports wider economic, social and environmental benefits for our communities.

Key Responsibilities

  • Lead and manage procurement exercises for goods, services and works across a range of Council service areas.
  • Provide professional procurement advice and guidance to stakeholders across the Council.
  • Develop procurement and contract strategies that deliver best value and support Council priorities.
  • Identify opportunities for cost savings, service improvements and collaborative procurement.
  • Analyse market conditions and supplier capabilities to inform procurement decisions.
  • Support continuous improvement initiatives and the development of procurement tools, processes and practices.

About You

We are looking for a proactive procurement professional who can build effective relationships and provide confident commercial advice across a wide range of service areas. You will have excellent organisational and communication skills, with the ability to manage multiple priorities and deliver successful procurement outcomes.

You should be able to demonstrate:

  • Educated to SCQF Level 9 (Degree level) in a relevant discipline or equivalent, or holding MCIPS qualification.
  • Significant experience within a procurement environment.
  • Experience leading and delivering procurement activity and contract tendering exercises.
  • Knowledge of public sector procurement legislation and governance requirements.
  • Strong analytical, negotiation and problem-solving skills.
  • Excellent written, verbal and presentation skills.
  • Ability to build productive relationships with a wide range of stakeholders.
  • A customer-focused approach with a commitment to continuous improvement.
  • High standards of professionalism, integrity and ethical conduct.

Why Join Us?

This is an excellent opportunity to make a real impact on how public services are delivered across Dumfries and Galloway. You will work on a diverse portfolio of procurement projects, helping to secure value for money while supporting innovation, sustainability and community benefits.

We offer flexible and hybrid working arrangements, opportunities for professional development and membership of a supportive and experienced procurement team committed to delivering positive outcomes for the Council and the communities we serve.
