The Estates team is expanding, and we are seeking additional experienced property professionals to join the team and support the delivery of key projects across Fife.

The Estates team is responsible for the management of Fife Council’s non-domestic property assets. A wide range of property matters are undertaken including:

  • Arranging asset valuations for all properties owned by the Council
  • Purchasing and selling properties and land
  • Managing the tenancies of properties owned by the Council and properties we lease from others
  • Maintaining records of Council ownership

We are seeking a motivated and enthusiastic individual to undertake the challenging but highly rewarding role of an Estates Surveyor with a particular focus on development and project delivery. The principal activities will relate to the management and support of property related aspects in connection with capital projects eg land acquisitions for new care homes, disposal of existing school sites or road building programmes.

As an experienced property professional, you will be expected to negotiate with land owners and tenants, lead and co-ordinate colleagues and consultants undertaking due diligence and preparatory activities necessary to facilitate both the acquisition of required assets and the disposal of any surplus land and properties, including for example; securing development design briefs and outline planning consents to assist the disposal of assets.

You will work with both internal and external design teams / consultants / contractors, in consultation with relevant stakeholders to deliver projects on time, within budget, to the required quality and sustainability requirements.

Whilst the project related cases will be the principal activity, the ideal candidate would be able to support the other functions of the Estates team including acquisitions, disposals, property management, valuation and the associated administration necessary to deliver a comprehensive Estates Service.

As an experienced property professional, you will be responsible for a personal caseload of property related professional and technical work. You will use judgement and experience pragmatically to make decisions, interpret and apply national legislation, providing guidance and applying relevant Council policy.

The position requires someone who is enthusiastic committed, self motivated, has a positive, professional and responsible attitude, with the ability to work as part of a team working to tight timescales.

The Person

The ideal applicant will;

  • be educated to SCQF level 9, which includes a degree level or equivalent qualification in an appropriate construction or professional discipline.
  • in addition, hold a property related professional qualification eg RICS membership or similar.
  • have experience of managing and working with other professional disciplines.
  • have experience of the coordination of proposals relating to land and property
  • have Project Management experience and a track record of working to tight deadlines and budgets.
  • be able to undertake transactions relating to land and property assets – acquisition, disposals.
  • have a good working knowledge of property development and construction industry issues, legislation, and practice.
  • be self-motivated, able to work on own initiative and liaise effectively with key staff operating in a multi-disciplinary environment, including private sector developers and consultants.
  • have effective communication and report writing skills.
  • a flexible attitude and willingness to adapt to changing priorities and pressures.
  • be able to demonstrate a commitment to the principals of customer care.
  • hold a valid UK driving licence in order to travel to sites around Fife.

We are currently shaping our future workstyles however, in light of current advice, we are introducing blended home/office working that will include office access days each week with homeworking for the remainder of your working time.
