Job Details

Fife Council is seeking a highly skilled and visionary Manager to lead our Digital Enablement team. This pivotal role requires a leader who is passionate about driving innovation and excellence in public service delivery.

Reporting to the Service Manager (Platforms and Delivery), the successful candidate will lead and direct the activities of solutions architects, software developers, low code application developers, and data engineers.

Key Responsibilities:

  • Spearhead rapid opportunity exploration and pre-project analysis to identify quick wins and support proofs of concept, focusing on data mining, process mining, and AI adoption.
  • Adopt a holistic and architectural approach to leveraging the capability of Fife Council’s strategic investments in Oracle Cloud, Microsoft 365, Verint, GIS, etc., addressing specific business problems.
  • Improve the user experience of internal digital systems, addressing gaps and easing the load of managers.
  • Lead agile solutions development for low-complexity but high-impact business needs using Power Platform and Oracle Apex.
  • Engage external resources to achieve agility where internal resources are limited, collaborating with partners like Microsoft and Oracle.
  • Managing a team of IT experts and providing guidance and support to ensure their continued professional development.
  • Ensuring software integrations and development is well governed and meets business needs.
  • Ensuring skilled resources are available to deliver required services and meet demand and growth.
  • Managing multi-skilled teams within Council HR policies, guidance and workforce development and planning frameworks.
  • The role offers the opportunity to engage in exciting technology-related work with varied business areas at a time of significant change and growing dependency on IT and digital solutions.

The Person

The successful candidate will meet these essential qualifications and experience:

  • Professional Diploma or equivalent vocational accreditation in a computing/systems or related discipline or equivalent experience.
  • The candidate will have extensive experience of managing ICT teams and executing large IT projects within a complex organisation such as the Council.
  • This must include experience of preparing and communicating forward plans and technology requirements in collaboration with senior management and stakeholders as well as a working knowledge of relevant information and data regulations.
  • Technical appreciation of business systems and applications and their application to the delivery of Council Services.
  • Since the post entails both leadership elements as well as translation of technology opportunities into business plans, the postholder must demonstrate the ability to communicate effectively at all organisational levels using a variety of means.

Before confirming to your appointment, you will be required to obtain Protection of Vulnerable Groups (PVG) scheme membership through Disclosure Scotland and become a member of the relevant PVG scheme.

We are currently shaping our future workstyles however, in light of current advice, we are introducing blended home/office working that will include office access days each week with homeworking for the remainder of your working time.
