Job Details

We are ambitious for Fife, both for our communities and our workforce of around 18,000 employees. More people need our support, and we are focussed on reducing inequalities and increasing opportunities within an environment of decreasing resources. Our vision is a confident, successful and fairer Fife and our employees are our greatest asset to deliver on our vision.

We have a well-established team which is responsible for supporting the development of the social work and social care workforce. The team design, deliver and procure a wide range of high-quality learning and organisational development interventions to ensure that all statutory registration qualifications, mandatory training, practice learning, family-based care learning and any service specific or local requirements are in place, to support  all staff within the C&J and H&SCP social work and social care services.

Your role is to co-ordinate, design, deliver and procure the learning and development programme for a dedicated group within the social work and social care workforce.  Currently we have an opportunity in the team to support the Communities Residential Childcare Services, Justice Services and Health and Social Care (HSCP) workforce in the social work and social care sphere, which includes the co-ordination and delivery of the Crisis, Aggression, Limitation and Management (CALM) approach.

This is a great opportunity for an experienced and motivated individual to develop their professional career in the field of learning & development by working alongside all service colleagues through a time of significant change.

The post is based within the HR Workforce Strategy & Organisational Development Team and as a lead officer, you will work closely with the Corporate OD Team to also support the Council-wide initiatives described within our OD Roadmap, related to Performance, Leadership, Culture and Behaviours.

You will contribute to an annual Workforce Development Action Plan which sets out the L&D programme for the year ahead, and co-ordinate the budget assigned to your area of work. You will work with all stakeholders to continue to innovate, improve and horizon scan to provide high-quality service outcomes. This includes working to support and drive the wider organisational development agenda across the Council.

This post attracts a range of benefits including relocation expenses, membership of the Local Government Pension Scheme and flexible working arrangements.

The Person

Educated to degree level, you will have experience of working within social work or social care services and some experience of contributing to workforce learning & organisational development. You will need to be a CALM Associate or willing to successfully complete the CALM Associate training. You will have effective communication skills, display strong organisational and time management skills and have the ability to influence and challenge. The capacity to use these skills to work collaboratively and create strong relationships at all levels is essential.

You will have experience of working on your own initiative and as part of a wider team, which is focussed on delivering outcomes. With a commitment to self-development and a focus on emerging trends, you will be a self-starter who is passionate about making a difference.

The post requires an ability to work in complex and, at times, challenging systems. You will be comfortable with connecting across agencies, directorates, services and hierarchies to ensure a collective response to the range of issues faced in social work and social care.

It is essential that you have a social work or social care qualification that would allow registration with the SSSC membership of a relevant professional institute/regulatory body.

You will have effective communication skills, display strong organisational and time management skills and the ability to influence and challenge. The capacity to use these skills to work collaboratively and create strong relationships at all levels is essential.

As a progressive employer, we offer the opportunity to work in this role as a “blended working” arrangement with home-working opportunities and occasional office-working as required. While the significant part of the role can and will be carried out remotely, candidates should be able to travel to and attend office locations in Fife as required.
