Job Description

Service Manager (Commissioning, Contracts and Procurement)
Location: GCHSCP, Commonwealth House, 32 Albion Street, Glasgow, G1 1LH
Contract: Permanent
Salary: £69,283.18–£80,327.20
Hours: 35 hours per week

Are you an experienced leader who wants to help shape the future of social care commissioning in Glasgow?

An exciting opportunity has arisen within the Commissioning, Contracts and Procurement section of Glasgow City Health and Social Care Partnership (GCHSCP) for a Service Manager. This is a significant leadership role with the opportunity to influence how we commission, contract and procure services that support the health and wellbeing of people across Glasgow.

Working closely with the Head of Commissioning and as part of the section's management team, you will take a lead role in developing GCHSCP's commissioning, contracts and procurement agenda. You will provide strategic oversight and leadership across commissioning governance, reporting and performance and help ensure that our arrangements continue to respond effectively to changing legislation, policy, organisational priorities and the needs of the city.

You will have an important role in ensuring the Integration Joint Board (IJB) and GCHSCP meet relevant commissioning and procurement policy, governance and legislative requirements, including those arising from the Public Bodies (Joint Working) (Scotland) Act 2014, Procurement Reform (Scotland) Act 2014, Public Contracts (Scotland) Regulations 2015 and Procurement (Scotland) Regulations 2016.
You will develop and maintain strong and effective relationships across the Partnership and with key colleagues, including Corporate Procurement and Legal Services, ensuring that commissioning and procurement activity is supported by effective governance and professional practice.

Sustainable procurement and Ethical Commissioning will be central to the role. You will provide leadership in developing our approach, ensuring GCHSCP contributes effectively to the wider requirements and ambitions of its parent bodies while identifying opportunities arising from future legislative and policy developments.

We are looking for an experienced and credible leader with a strong understanding of the distinctive nature and complexities of social care commissioning and procurement. You will bring well-developed analytical, strategic planning and communication skills, together with a proven track record of leading and delivering significant change.
You should be comfortable operating in a complex environment, building relationships across professional and organisational boundaries and translating policy, legislation and strategic priorities into effective commissioning practice.

Please refer to the Person Specification for full details of the qualifications, skills, knowledge and competencies required for this role.

This role is excepted under the Rehabilitation of Offenders Act 1974 (Exclusions and Exceptions) (Scotland) Order 2013 (as amended).

Under the Local Government and Housing Act 1989, this post is politically restricted.

Interviews are planned to take place in-person during the week commencing 7 December 2026.

If you would like an informal discussion about the role before applying, please contact Rachel Mackay, Head of Commissioning, on 07880 446141 or at Rachel.Mackay@glasgow.gov.uk.
