Post Title:   Executive Chief Officer - Finance & Resources

Job Purpose:

As a member of the Executive Leadership Team you will help drive forward the vision and delivery of the ambitious new Council Programme 2022 - 2027.  You will bring resourceful financial and people leadership and direction, leading corporate and cross service strategies that will improve performance and drive efficiency across the Council.  Motivating and engaging a large, diverse workforce is key to success and you must be a visionary and empowering leader.

As the Executive Chief Officer (ECO) Finance & Resources you will analyse, interpret and employ financial data to provide robust financial control and effective management of Council resources, improving performance and mitigating risk.  Positively influencing the development of key strategic plans, you will ensure they comply with the financial governance framework of the Council and align to our corporate priorities.  As a visible corporate leader you will offer expert advice to Council Committees to support cognisant and evidence-based decision-making.

You should be educated to degree level with a further relevant professional qualification.

Requirements

  • Degree in Finance, Accounting, or related field with MBA and/or CIFPA preferred.

  • At least 5 years relevant financial experience at senior executive level in the public sector or with another large corporate organisation.

Responsibilities

  1. The Section 95 Officer statutory post (under the Local Government (Scotland) Act 1973 being the Accountable (Proper) Officer for the administration and governance of the financial affairs of the Council) may sit at this level or at a Head of Service level.

  2. Strategic leadership and advisory role for one of the Council’s local committee areas, ensuring that the Council remains connected, and that the community is well represented.
