Job Purpose: The Council has set out an ambitious, transformational, three year Delivery Plan which comprises of six Portfolios, with each containing a wide range of programmes and, projects.

The Strategic Improvement Team, which includes the Portfolio Management Office (PMO) sitting within The Council’s Transformation Service, will play a key role in the co-ordination and implementation of this new Delivery Plan. The team are directly responsible for programme and project managing aspects of the Delivery Plan as well as providing support to other teams implementing the Delivery Plan.

A critical role within the PMO is that of Portfolio Manager, we are expanding from an existing single Portfolio Manager to three, reflecting the additional requirements driven by the Delivery Plan. The post holders will be responsible for coordination of the interdependent workstreams, programmes and projects associated with the portfolios, and each will be aligned to two portfolios in line with the Council’s new Assistant Chief Executive Structure.

The post holders will work closely with the teams implementing the work across the portfolios supporting effective change management and critically, the realisation of defined success measures. The post holders will also ensure effective collaboration with other functions supporting the Delivery Plan to monitor and manage inter-dependencies, the accrual of risk, issue resolution and agreed project tolerances.

The role is crucial for creating focus enthusiasm and momentum in order that milestones are met through the effective application of programme, project, and change management techniques, as well aiding timely and accurate reporting to the respective Governance Boards, Strategic Committees and The Highland Council.

Requirements

Educated to degree level in a related subject; or  

Relevant industry specific qualification(s); or  

Extensive relevant proven experience that demonstrates a similar level of knowledge and understanding.

Good knowledge of programme and project management and change management methods such as MSP and PRINCE 2 and Agile PM.

Good knowledge and use of process improvement techniques such as Scottish approach to Service Design, other Agile approaches to improvement and LEAN Six Sigma
