South East Improvement Collaborative (SEIC) Quality Improvement Officer based in East Lothian – 23 Month Secondment

East Lothian is looking to appoint an outstanding Quality Improvement Officer with a Secondary background to raise standards in line with National Improvement Priorities and to help close the poverty related attainment gap.

The South East Improvement Collaborative (SEIC) QIO post is for a fixed term and is full-time, and can be offered as a 23 month secondment.

The main role of the SEIC QIO is to assist the Head of Educationand Quality Improvement Manager in leading the work within East Lothian / the South East Improvement Collaborative to improve educational outcomes.

QIOs, working closely with head teachers, senior management teams and staff teams, play a leading role in supporting schools/ELCs and ensuring continuous professional development and will routinely work with a cohort of designated settings. They will be responsible for helping improve the curriculum, learningand teaching and raising levels of achievement by providing leadership across the South East Improvement.

The successful candidate will be required to:

  • Analyse and use performance information to devise and promote strategies to address areas where performance should be improved, monitor such strategies and write reports on progress made.
  • Identify good, effective practice, including classroom practice from across all 5 local authorities within SEIC.
  • Identify staff development opportunities within the improvement agenda across SEIC.
  • Apply procedures associated with HMIE inspection of schools and Regional Improvement Collaboratives.
  • Draw on their knowledge of schools to support and inform strategic planning across SEIC.
  • Be knowledgeable about local, regional and national priorities and help to ensure that these are being taken forward appropriately by schools across SEIC.

 

The successful candidate will:

 

  • Have excellent leadership, communication and teamwork skills
  • Be able to demonstrate they have raised or maintained high standards of service delivery and improved outcomes for service users
  • Have recent directexperience of managing self-evaluation and quality improvement to a high level.
  • Hold a degree or an appropriate equivalent qualification
  • Be registered with the General Teaching Council

 

East Lothian Background Information

One of Scotland’s most scenic areas, East Lothian covers an area of some 270 square miles containing two nursery schools, 34 primary schools and seven secondary schools. It has a population of around 94,440 and extends from Musselburgh, the largest town, eastwards to Dunbar. East Lothian is the seventh smallest mainland authority in Scotland, with 23 elected members and approximately 4,500 employees. The Council’s headquarters are in the market town of Haddington, which is approximately 20 miles from Edinburgh.

Regulated Work with Children

This post is considered Regulated Work with Children, under the Protection of Vulnerable Groups (Scotland) Act, 2007. Therefore, it is an offence to apply if you are barred from working with children.

Successful candidates will require a PVG Scheme membership for Regulated Work with Children. You will be required to join the Scheme or undergo a PVG Scheme Update check prior to commencing employment with Midlothian Council, the cost of which will be met by you. The fee for a Full PVG Scheme Membership is £59. You will be required to re-pay this amount to the Council by salary deduction over 6 consecutive pay periods. The fee for a PVG Scheme Record Update is £18. You will be required to re-pay this amount to the Council by salary deduction over 2 consecutive pay periods. If your employment concludes before the amount is re-paid in full, the outstanding balance will be deducted from your final salary. If you are an existing employee the Council will pay the cost of the Application Fee.
