Roads Inspector

Orkney Islands Council is looking for a Roads Inspector to join the Roads Support Team and are seeking applications from suitably qualified or experienced persons.

The post involves inspection and monitoring of all road works to ensure compliance with the Roads (Scotland) Act 1984, the New Roads and Street works Act 1991 and the Transport (Scotland) Act 2005. The post holder will assist in the delivery of services in support of the Council as Roads Authority and in accordance with the objectives identified in the Service Improvement Plan (SIP) and detailed in the Roads Management and Maintenance Plan (RMMP).

You will assist in inspecting and supervising work carried out by statutory undertakers with regards to the New Roads and Street works Act 1991 and monitor the Scottish Road Works Register ensuring compliance by all users. You will monitor the Customer Service platform and deal with issues raised in relation to the public road network and investigate public liability claims and obstructions placed on the road without permission.

You will carry out safety inspections and other routine inspections and surveys in accordance with the Council’s Approved Roads Management and Maintenance Plan and other Operational Plans. You will report defects and issue works orders to rectify safety defects and ensure the works are completed to the agreed standards and within specified time scales. You will also attend to category 1 defects as necessary.

The post holder will assist in the issuing of permits to comply with the regulatory function of the Council as Roads Authority. This includes scaffolds, skips, weight and length restrictions, car park exemptions, new access onto public roads, street trading and markets, and carry out inspections to ensure compliance.

The post holder will also assist with inspections and investigations to ensure compliance with approved roads construction consents and forward reports as necessary to the Roads Support Officer.

To be appointed at Grade F:
You should hold a qualification in a construction or engineering related subject at SCQF 5/6 i.e. SVQ 2, National 5, Standard Grades, O Grade, Intermediate 2, SVQ 3, Higher, National Certificate, Foundation apprenticeship OR have a minimum of 2 years' previous relevant experience.

For appointment at or progression to grade G
You should hold a qualification in a construction or engineering related subject at SCQF 6/7 i.e., SVQ3, National Certificate, Foundation Apprenticeship, Advanced Higher, Scottish Baccalaureate, HNC, Certificate of Higher Education OR have a minimum of 3 years previous relevant experience.

Requirements

You should hold a valid HAUC Supervisors qualification and CSCS Site Supervisors Card or requirement to achieve this within 6 months of appointment.

You should have experience of using Microsoft Office packages. It is essential that you have experience of dealing with members of the public, can demonstrate knowledge of Health and Safety legislation and legislation and codes of practice relating to roads maintenance.

You should hold a full, current UK driving licence to enable driving a car or small van.
