Based within the Housing and Communities Service, a new and exciting opportunity has arisen for a Project Manager to oversee the implementation and delivery of a transient Gypsy Traveller site in Perth and lead on improvements, including the regeneration of the Housing Services (HRA) owned Gypsy Traveller sites. 

You will also be required to support with the regeneration and remodelling of the Council's existing housing stock - this includes domestic dwellings, multi-storey flats and sheltered housing complexes.  The role also requires the supervision and reporting of progress in relation to New Build housing programmes.  The role will cover workstreams that include but are not limited to the following:

  • New Build Housing
  • Central Heating Upgrades
  • Major Adaptations
  • Installation of Heat Pumps and Renewable Technologies
  • Shops & Offices
  • Sheltered Housing
  • Commercial Fire Alarms Upgrades
  • BEMS Control Panel Upgrades and Monitoring
  • Delivery of SHQS work

The Capital Improvements and New Build Programme form a key part of what the Housing Improvements Service are responsible for delivering and tie in with Housing and Council’s wider key strategic priorities. 

The post holder will normally be based in Pullar House and will currently be working from home; they will be a key member of the Housing Improvements Team and will be expected to undertake a range of Project Management duties involving the planning, supervision and delivery of construction related projects to improve the Council's housing stock.  The post holder will be responsible for the supervision of a Technical Officer, Clerk of Works and Tenant Liaison Officer who will assist in the delivery of areas of the Capital Investment Programme.  Your role will include supporting your team and ensuring annual reviews are carried out and any training needs are identified.

The post holder will be responsible for ensuring the delivery of the Capital Investment Programme and to ensure regulatory obligations and statutory requirements are met through the delivery of the contract works and that standards and targets are met; they will also be responsible for monitoring contractor’s performance against pre-set KPI's.

You will work in collaboration with colleagues across the Housing Service as well as with other internal teams.  A key part of the role will also be to work with external consultants to support the development, including local businesses and Elected Members.

Requirements

To help in the delivery of this new role, we are looking for a highly organised and motivated individual who is enthusiastic, innovative and creative.

You must have an HND level qualification or equivalent in a property, surveying or construction discipline and a Project Management qualification; you must have a comprehensive working knowledge and five years working experience and involvement in projects relating to building, construction and housing and have experience with working with tenants and community members.

The successful applicant needs to possess good communication and interpersonal skills along with a commitment to Customer Care as many of the duties carried out will involve consultation with tenants and owner occupiers and also liaison with other Council Services, utilities and external agencies.  The post holder will also be expected to demonstrate a commitment to Health & Safety, including understanding the requirements of the CDM Regulations. You must have a thorough knowledge of CDM Regulations and have the ability to carry out the role of Principal Designer.

We are looking for someone who excels at project and programme management with the relevant skills and experience related to this requirement; you should have excellent IT skills (to use databases effectively and design spreadsheets to report statistical information).

You must have the ability to manage construction or housing improvements projects.  You must have extensive knowledge of contract management and partnering arrangements and have comprehensive knowledge and experience of working to the Scottish Housing Quality Standards.  You must have the ability to manage a number of projects and work streams simultaneously. 

You must have excellent verbal and written communication skills and be able to communicate key ideas, project overviews and updates which can be easily understood at all levels. 

You must be able to establish and maintain effective networks with internal and external contacts to ensure success of your projects. 

You must also be able to engage and work with tenants and other customers to pursue opportunities to shape and develop projects and communicate and consult with tenants, owner-occupiers and others on improvement and modernisation projects and liaise with other Council services, utilities and external agencies.

You must be adaptable to change and new approaches, and willing to learn and adapt to new situations and working methods. and have a flexible approach to achieving the overall aim of a project.  You also must be well organised, with the ability to manage time effectively and produce accurate, high-quality work to tight timescales.

We are looking for a good team player who understands the need to work collaboratively with colleagues and external partners and recognises and values other people’s strengths.  You must be able to demonstrate the ability to offer guidance, encouragement and support and acknowledge good performance and provide feedback that is constructive, developmental and helps others learn.  You must however be able to work on your own initiative with minimal supervision and be capable of identifying problems, offering solutions, resolving problems independently and working with a “Think YES” approach. 

Importantly, you should have a non-judgemental attitude, be empathetic and sensitive to tenants and resident needs

You should be able to drive and hold a clean, current UK driving licence.

Responsibilities

To support and deliver on the role and remit of this post, the key areas of focus will be to:

  • Engage, communicate and consult with tenants and other customers such as Locality Housing Teams, local Business and communities to pursue opportunities to shape and develop the improvement project within Housing and liaise with other Council services, utilities and external agencies.
  • Identify and work with the residents, key Services, Elected Members and the Scottish Government to further develop the agreed site plans.
  • Manage a programme of work to retrofit existing housing stock properties.
  • Manage a programme of work for the creation and implementation of a transient site.
  • Research and incorporate new technologies to support energy efficiency and behavioural changes.
  • Complete business cases, funding bids and applications for grants and investigation of other potential funding solutions for all sites.
  • Prepare project briefs which comply with the Council’s design, financial and contract criteria.
  • Work closely with the Council’s Procurement section, manage the procurement of contractors in accordance with the Council’s requirements.
  • Undertake effective project management of programmes on site and ensure they are compliant with Health and Safety legislation and Construction and Design (CDM) Regulations.
  • Draft reports and documentation to meet all corporate and internal governance arrangements.
  • Carry out detailed performance management, scrutiny and quality assurance of project implementation and delivery.
  • Create, develop and review annual performance plans for your team, including setting and measuring targets to achieve key service outcomes. 

The Individual

You will generally be required to work Monday to Friday from 8.45am to 5pm, via a hybrid working model.  Due to the nature of the role and remit, there will be an expectation that you will be able to work flexibly, and this could include evenings and weekends especially for attending public meetings and carrying out surveys and consultation with community members.
