To be part of a small External Funding team to support the development of key revenue and capital projects that support Council priorities; promoting external funding opportunities corporately and citywide; lobbying in relation to future funding; leading on external funding bids; co-ordinating the development of business cases; supporting project implementation; supporting the delivery of projects; and assist with ensuring that external funding is managed effectively across the Council and in line with funder requirements.

The main duties will include:-

•Supporting engagement with UK/Scottish Government and other agencies to identify and lobby in respect to external funding that supports priority activity and projects
•Establish and maintain effective contact with key funding bodies and seek to inform decisions regarding future funding priorities
•Keeping the funding landscape under ongoing review and identifying new opportunities that the council or partners can bid for
•Lead awareness raising at council and partnership level of external funding opportunities through establishment of, and effective use of, corporate and partnership communication networks and channels
•Support the Team Leader to develop project proposals in consultation/partnership with council officers and/or external agencies
•Support the writing of major funding applications and business cases, with a particular focus on those that support economic growth/regeneration/recovery, ensuring that these are submitted timeously and within the parameters set by funders
•Supporting service departments to develop project proposals and funding bids that comply with funder requirements and are of the requisite quality to be successful in securing funding
•Providing advice to project leads in respect to external funding compliance/claims and supporting them to minimise financial risk to the council through non-compliance or failure to drawdown funds

 

The Individual

The successful candidate will need to demonstrate experience and expertise across a range of professional disciplines including Programme management; the External Funding landscape; Bid and Business Case Writing; Relationship and Engagement management; Inclusive economic growth; Negotiation and Influencing; Monitoring and Evaluation; Budgetary Control and Funding Compliance; and operating effectively within the political and government framework.

Must have excellent written communication skills, excellent leadership and interpersonal skills, and the ability to form positive relationships at all levels, with strong advocacy and influencing skills.
