Senior Human Resources Officer, Perth PKC11703
£42,683 - £45,536 Fixed Term (until 31 August 2025)
2 High Street, Perth, PH1 5PH.
To help us deliver key elements of the Council’s five year transformation and change programme, we are looking for an experienced HR professional ideally with public sector experience who has the capability and organisational skills required to undertake a comprehensive review of our current reward strategies, including pay structures, benchmarking against industry standards, employee terms and conditions and the overall compensation framework.
As the Project Lead, you will have strong knowledge of reward best practice and a general understanding of analytical job evaluation schemes and their underpinning, and application to pay and grading systems. Working with internal and external stakeholders you will ensure the Project is delivered as required. To achieve this, you need to possess highly developed communication skills; ability to build relationships, collaborate effectively with stakeholders and have excellent organisational and project management skills.

Requirements

You will have proven experience in a similar role and ideally have trained in the Gauge job evaluation model or a similar tool.
You should have experience of remuneration benchmarking as you will be expected to provide recommendations in terms of a future pay and grading system that is practical, fair robust and industry benchmarked.
Strong verbal and written communication skills are required for this role as you will be required to prepare reports and presentations for engagement and consultation with relevant key stakeholders.
Developing and maintaining effective relationships with trade union representatives is essential. You will be expected to participate in all consultations and negotiations through the life of the project as and when appropriate.
As the Project Lead you will be instrumental in reviewing and updating any relevant pay related policies and practices which will underpin the approved changes in compensation and benefits.
Another key accountability aside from the Pay and Grading Project is to develop a Standing Operating Procedure for Equal Pay Audits and Pay Gap Reporting. You will also be required to assist People & Culture colleagues with carrying out this work. You should therefore have experience in analysing, interpreting and presenting internal and external pay data.

The Individual

You will be educated to degree level/SCQF Level 9 or equivalent.
You should be able to demonstrate your ability to:
• Design, implement and embed robust reward policies, processes and governance frameworks
• Deliver projects successfully and on time
• Motivate/lead a team
• Coach and mentor team members
• Deal with people at all levels
