Based within the Housing Service, an exciting opportunity has arisen within our award-winning Tenant and Resident Participation Team.  As the Lead officer, you will be responsible for leading tenant engagement, participation and tenant scrutiny activities, contributing to achieving strategic objectives and improving performance against the KPIs for the team and for the Housing service as a whole. The successful candidate will ensure best practice and compliance with regulatory requirements are embedded in our practice, and work collaboratively with internal and external stakeholders, growing and developing new links with partners where appropriate.

The ideal candidate must have a good understanding of the barriers that prevent true engagement so that the voices of our tenants’ are heard and influence service delivery.

Covering the entire Perth and Kinross area provides an opportunity to work with a wide and diverse range of individuals and also to support an approach which looks at the needs of communities as well.

Key areas of responsibility include:

  • Tenant Participation and Engagement by organising and facilitating tenant groups and events as required;
  • Reviewing and developing innovate ways to ensure all tenants and residents can participate, have their say and influence the key priorities for the Housing service;
  • Supporting tenants’ involvement in self-assessment and scrutiny of the Housing services and performance as well as digital inclusion;
  • Driving forward the review and implementation of the Housing Service’s Tenant Participation Strategy and related action plans;
  • Maintaining knowledge of legislation, policy and good practice guidance affecting community engagement and tenant participation;
  • Ensuring tenants and resident get clear and effective communication;
  • Developing and maintain monitoring and reporting systems;
  • Reporting and analysing on tenant participation and engagement and its impact;
  • Ensuring you and the people in your team understand their responsibilities for Health and Safety at work as well as operate with an awareness of inclusiveness, equality and diversity in all areas of responsibility;
  • Leading, motivating and developing the team to enable them to provide high quality services and contribute to the achievement of Perth & Kinross Council’s overall strategic objectives.

You will generally be required to work Monday to Friday from 8.45 to 5pm but due to the nature of the work, there will be an expectation that you will work flexibly, and this will include evenings and weekends carrying out engagement events.  You may also be required to travel to other locations for meetings and events.

The Person

You must demonstrable an experience of supporting and developing tenant participation, engagement and an understanding of different approaches that can be applied. You will have experience working in a professional manner with both tenants and external stakeholders such as health and social care partnerships, local authorities and regulatory organisations.

Ideally, we would like to see candidates with CIH Level 4 qualification and a membership of the Chartered Institute of Housing, however it is most important that you have a working knowledge and understanding of operating a housing management system and understanding of tenant participation best practice.

To support the delivery of effective tenant participation and engagement, we are looking for a highly organised and motivated individual who is enthusiastic, efficient, and conscientious in their approach.

You should be able to communicate effectively at all levels, to build relationships and with other internal and external agencies and contractors to identify the key issues, come up with solutions for resolving these.

You should have good report writing skills- setting out the key issues, options, and potential solutions in a clear and concise manner.

You will have experience of organising and delivering tenant and engagement activities and undertaking the administrative tasks associated with these activities to ensure that the aims and objectives of the activities are met, and key milestones are adhered to.

You will be instrumental in how the project is delivered, and the outcomes are achieved.  It is crucial, therefore, that you will be resilient, and you will be solution-focused to support these projects and achieve the intended outcomes.

You should have the ability to decipher Housing and legislative information.

You will have a non-judgemental attitude, be empathetic and sensitive to the needs of tenants, residents and wider community members.

You must be a highly organised individual with the ability to prioritise your own workload and plan ahead.  You should have good IT skills for interrogating systems and ensuring accurate and confidential record-keeping.
