Job Description

Technician, Development Management PKC11699
£25,508 - £33,843 (Career Grade Structure)
Pullar House, 35 Kinnoull Street, Perth PH1 5GD

This post is an exciting opportunity for you to be instrumental in the Council's objective of maximising sustainable economic development while maintaining and enhancing one of Scotland's most attractive and dynamic environments. Central to this is a need for collaboration, communication and engagement, whilst drawing on the wider resources and talent across Perth and Kinross, to achieve the best outcomes. To realise this, we need to act with kindness, compassion, dignity and respect, all with a positive mindset and a focus on what can be done.

As one of five Development Management Technicians, your role will provide technical support for the wider Development Management Team. Particularly, you will check and validate planning applications, this including advising and responding to customers regarding their submissions.  As such, experience of reading drawings and maps would be very beneficial, whilst interpretation of planning legislation and dealing with customers will also be important. In addition, you will work closely with planning officers.  This would include research, graphical, monitoring and administrative duties, particularly in relation to large and complex applications.

Perth and Kinross is at the heart of Scotland, with a varied landscape across both quality urban and stunning rural environments. It is very well connected in all directions and has ambitious plans for sustainable economic growth, focusing on the innovation and creativity of the area - capitalising on our natural assets, connectivity, talent and potential.

As well as being a great place to live, working for Perth and Kinross Council will give you the training and opportunities to be involved in projects that will not only define your career but also positively shape the future of all our places. Together with benefiting from training and the benefits of hybrid working, we have excellent annual leave entitlements, an additional leave purchase scheme, flexi-time, pension scheme, car lease and cycle-to-work schemes, and many other employee benefits and staff wellbeing support.

For purposes of connection and collaboration with colleagues and with the community we serve, our full-time employees work on site for a minimum of 2 days per week with the arrangements for part time employees being agreed on a basis which will ensure that they benefit to an equivalent degree. Our FAQs on hybrid working can be found here Hybrid working FAQs. We are committed to being a more inclusive employer - to ensure we can consider any reasonable adjustments, please either contact the recruiting manager to discuss any individual circumstances, discuss at interview or, if you prefer, after any conditional offer is made.

Interviews are planned to take place on or around 15th August 2024.

Responsibilities

Your main responsibilities will be to:

 •    Check the validity for registration of planning and other applications, including reading/scaling drawings and maps
•    Identify and undertake necessary consultations and statutory advertisements in relation to submitted applications
•    Advise customers and stakeholders on general Development Management matters including some formal pre-application enquires
•    Provide technical and administrative support to the Development Management Team, e.g. with research, graphical, monitoring and administrative duties, particularly in relation to large and complex applications
•    Review, develop and update information on our web pages
•     Provide general support for the preparation for meetings of the Planning & Placemaking Committee
•    Contribute to the efficient and effective delivery of the wider Development Management and Planning related activities.

The Individual

This is an exciting opportunity for candidates who have, as a minimum, an HNC (or equivalent qualification) in planning or a related subject to become an important part of a growing, dynamic, motivated and customer-focused Development Management team within the Economy, Development and Planning service at Perth & Kinross Council.  Appropriate practical experience may be considered an acceptable alternative to formal qualification, where this is sufficiently relevant to the post responsibilities.

You must have a valid UK driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.

If you share our ambition, commitment and drive, as well as the necessary skills and experience to work with communities, politicians, public sector partners, developers and wider business interests then we would like to hear from you.

If you would like any more information regarding this vacancy, please contact Paul Williamson, Team Leader on 01738 475342 or emailing PWilliamson@pkc.gov.uk

When applying for this post, please provide current contact details (including e-mail addresses) for two referees, one should be your present or most recent employer. However, if you are an existing employee of Perth & Kinross Council, you are only required to provide reference details for your current employer.

At PKC our values and behaviours influence our work and support us in the delivery of the Perth and Kinross Offer. In your application, and should you be invited to interview, you will be asked to describe situations that support the criteria required in the role and which also demonstrate our values and behaviours. Find out more about PKC and you could soon be joining our team!

Please APPLY ONLINE. Facilities are available at all public libraries in Perth and Kinross. If you have a disability and require reasonable adjustments, please call 01738 475555 to discuss.

As part of our safer recruitment measures, any offer of employment will be subject to the successful completion of mandatory checks including eligibility to work in the UK, Disclosure Scotland or PVG, qualifications, references, and fitness to undertake the post. This may also include an Overseas Criminal Records Check if you have spent time living overseas.
