Your main duties will involve being part of a team implementing the Flood Risk Management (Scotland) Act 2009 for Perth & Kinross Council. This will include the inspection of bodies of water (e.g. rivers and burns) and Sustainable Drainage Systems (SuDS) throughout the Perth & Kinross area to monitor their condition and to identify any defects. It would be advantageous if you had existing experience of watercourse or SuDS inspections. This post will predominately involve lone working outdoors during all weather conditions. You will be supported by others in the team while out and about. The watercourse inspections are currently carried out manually as we work towards an electronic recording system so familiarity with record keeping and digital systems would be advantageous.
You will assist others in managing the Council’s GIS Watercourse and SuDS Inspection system, before ultimately taking over these duties when sufficiently experienced. You will prepare a schedule of Clearance & Repair Works (based on your inspections), and assist others in budget monitoring, scope development, procurement, and management of contractors to carry out these works before ultimately taking over these duties when sufficiently experienced. Subject to dynamic risk assessment outcomes, you will attend flood events to observe, record, survey, assist, and prepare a summary report of your findings. You will also provide advice to residents and businesses. It would be advantageous if you had experience of using survey equipment. You will be trained in Development Control to assist in reviewing flood risk assessments & drainage impact assessments where required. You may be required to perform duties other than those stated in this job advert.
Requirements
We are looking for someone that has a keen interest in Flood Risk Management, enjoys predominately working outdoors, is responsible and can work independently, has good communication skills, and can demonstrate a sound base of relevant knowledge, skills and experience. It would be advantageous, but not essential, if you have experience of watercourse inspections, have knowledge of the Flood Risk Management (Scotland) Act 2009, and be aware of Flood Risk Assessments, the Controlled Activities Regulations and Sustainable Urban Drainage Systems. You will have an HNC in Environmental Science/Geography/Civil Engineering or equivalent. A full current UK driving licence is essential as this post requires you to travel to a variety of locations across Perth and Kinross. A vehicle will be provided for official use during working hours as part of this post.
