Role Purpose
This is an exciting opportunity to lead the Parental Employability Support Team To lead on new developments within SBC’s Employability Services to ensure that it delivers on the strategic objectives for the Scottish Borders. Support the development, reviewing and monitoring of the Work Opportunities Scheme and, to provide leadership and effective promotion of the scheme within Scottish Borders Council.
To play a key role in developing effective working partnerships focusing on the development of sustainable supported employment opportunities with local authority counterparts, NHS, the public, voluntary organisations and statutory agencies.
Engage with employers (private sector and community planning partners) within the Scottish Borders at a strategic and community level in order to further develop the number and range of employability opportunities for clients of the service.
To work in partnership with other SBC departments and Local Employability Partnership members in the design of new employment initiatives or services and, where appropriate liaise with senior management within SBC services to develop opportunities within the organisations in order to increase opportunities for supported employment in the Council.
Liaise with senior officers within DWP, Scottish Government, Skills Development Scotland and other public bodies to maximise the support available to SBC for supported employment. This will involve the identification of funding streams and the preparation of funding bids where appropriate.
The post holder will have a solid understanding of SBC’s Council Plan, including actions and outcomes, how these interlink with the Community Planning Partnership, and their objectives. They will be responsible for the adaptation, development and design of policies and procedures to meet the needs of the council in achieving their aspirations for people in the borders.
Ensure that the necessary provision and networks are in place for managers within SBC to support someone with additional support needs (e.g. using all appropriate professional supports available within SBC’s Integrated Children’s Services’ Transitions Team/ Learning Disability/ Mental Health and Community Learning and Development).
Ensure effective liaison with service departments to ensure the service meets the employability support needs of people with enhanced support needs and vulnerable people.
Work with HR to develop and continually improve a) SBC programmes for clients with varying support needs (from short placements to apprenticeships) and b) programmes for staff working with clients with support needs.
Assist the Employability Lead Officer to develop SBC polices and strategies that enable career progression for those who have successfully engaged with the service.
Research and prepare well-argued and clear proposals, reports and papers for the Employability Management Team or where appropriate, Chief Officer (Economic Development) and present them as required on the areas within the remit of this post;
Report on and ensure effective systems are developed and in place to allow timely financial claims and returns for external funding/contracts, progress reports, monitoring and evaluation etc and for the purposes of national and corporate performance reporting (including Equalities monitoring)
Keep abreast of national policy developments that may impact on the service and delivery and ensure that service changes are made within SBC to reflect these developments
Essential
Educated to degree level in a relevant discipline or evidence of comparable experience and training.
A current driving licence and use of a vehicle is an essential requirement of this post.
