Job Description

Head of Valuation Services/Depute Assessor & Assistant Electoral Registration Officer

The Assessor for Ayrshire Valuation Joint Board is responsible for compiling and maintaining the Valuation Roll (listing all non-domestic properties in Ayrshire liable for business rates) and the Valuation List (listing all dwellings in Ayrshire liable for Council Tax). The Assessor is also the Electoral Registration Officer for Ayrshire and maintains the Register of Electors for South, North & East Ayrshire.

This is a statutory appointment in terms of section 27 of the Local Government etc (Scotland) Act 1994 and Section 84 of the Local Government Finance Act 1992. As such, the successful candidate must be qualified as a Fellow or Professional Member of the Royal Institution of Chartered Surveyors.

The duties of the Assessor & ERO have undergone significant changes in recent years and we continue to adapt to meet the challenges faced. You will play a vital role in change management and, by pulling from your experience, bring fresh ideas for continual improvement.

Based in Ayr, you will be working by the coast in one of the country’s most scenic regions, which has excellent road and rail links to the central belt of Scotland and beyond. We operate a “blended” working model and strive to achieve the appropriate balance between office and home working. We are happy to discuss individual circumstances in this regard.

You should have extensive experience of valuation for rating and a working understanding of the valuation acts and case law, combined with substantial management experience within a similar organisation. You should also have an understanding of the Representation of the People’s Act and have the ability to develop in the area of Electoral Registration.

Strong governance is key to the success of AVJB and, as Depute Assessor, you will further develop the Board’s activities in Performance Management, Equality & Diversity, Freedom of Information, Data Protection, Records Management etc.
