South Lanarkshire Council offers an exciting opportunity to work in one of the largest local authority areas in Scotland. The area combines strategic urban centres as well as a network of smaller rural towns and villages set within an extensive rural area that contains attractive landscape character and built heritage assets such as the New Lanark World Heritage Site. An opportunity has arisen in the Council's Planning Service for an advanced planning officer. The successful candidate will be responsible for the processing of planning applications and consultation requests from the Scottish Government in relation to proposals for renewable energy, waste and minerals extraction. In addition the successful candidate will be involved in the development of planning policy on these themes as part of the preparation of the Council’s next Local Development Plan. You must hold a Degree or an equivalent qualification in town planning or a related discipline. Experience of dealing with proposals and policy in relation to renewable energy, waste and minerals is desirable. For this role you will be expected to demonstrate Job Specific and Behaviours as contained within the job profile.

Responsibilities

Processing planning, advertisement, listed building and other statutory applications with a focus on major development proposals; monitoring development approvals and consents; initiating statutory action to secure compliance with planning consents; investigating and taking appropriate action to secure the cessation of unauthorised planning activities.

The preparation and implementation of development and design policies and advice; the production of development and disposal briefs; the preparation and implementation of urban and rural design and conservation policies and proposals.

Preparing and presenting the Council’s case at the Planning Local Review Body, appeals, inquiries and hearings. Preparation and presentation of reports to Committees.

Researching, preparing, monitoring and review of Local Development Plans, Open Space Strategy and other statutory documents; data collection and analysis; providing advice and guidance on planning policy matters to area teams, other Council services and the Council’s partners and stakeholders; working in collaboration with other services, local communities and partners to deliver the Council’s aims and objectives.

Liaising with other sections within the Service to provide information and assistance as required. Responding to requests for information and assistance, participate in discussion as appropriate. Provide information and advice on planning matters to members of the general public, community and other organisations, elected members, developers, development agencies and other services.
