In 2020, the Independent Care Review concluded and The Promise was published. Local Government, Scottish Government, and parties across the Scottish Parliament signed up #KeepThePromise by 2030; there remains cross party support for its delivery.

Plan 24-30 was published in June 2024 and this post provides an opportunity to build on the progress and opportunities across Local Government and with key stakeholders.

This fixed term (until March 2026) post is funded by Scottish Government and aims to connect the activity across Local Government with national policy. As well as working closely with member councils, the post holder will work in partnership with Scottish Government and The Promise Scotland to:

  • Support local authority work to keep The Promise, advocating for The Promise where appropriate; supporting local authorities to share their progress, including through engagement in the Promise Progress Framework, sharing good practice in telling the story of change; and the development of an annual progress plan
  • Support the identification of key challenges in delivering the aims of The Promise including the facilitation and engagement of the Promise Leads Network
  • Support the connection between The Promise and wider Children Services Planning priorities
  • Work in partnership with the Scottish Government and The Promise Scotland to connect, support and promote activity across Scotland to encourage all public sector and wider partners to work in a way that best supports the ambitions of The Promise, including through jointly chairing of the Promise Collective
  • Ensure that decision making remains local and is fully supported by established governance through COSLA Leaders, COSLA Children and Young People Board and is informed by the Local Government Promise Programme Board
  • Work to align change programmes and governance arrangements between Local and Scottish Government
