We are seeking applications for Performance Manager within the office of the Scottish Road Works Commissioner.
The Scottish Road Works Commissioner is an independent public official established under section 16 of the Transport (Scotland) Act 2005 and is accountable to the Scottish Ministers and ultimately the Scottish Parliament.
The Commissioner's aim is to improve the planning, co-ordination and quality of road works throughout Scotland.
The Commissioner monitors performance, promotes and encourages good practice across both utility companies and roads authorities. The Commissioner also has powers to impose financial penalties on roads authorities who systematically fail in their duty to co-ordinate and upon utility companies who systematically fail to co-operate when undertaking road works.
This is an exciting opportunity for anyone with excellent communication skills, an interest in improving performance who enjoys building and maintaining positive working relationships with stakeholders.
You will be working in a small friendly team and offered a varied interesting workload supporting the Scottish Road Works Commissioner from an office based at Saughton House, Edinburgh, EH11 3XD
We are currently working hybrid, employees must be able to work from our office as business needs dictate. Please note expenses will not be paid for travelling to and from the office.
Responsibilities
Take a lead role in improving and monitoring of organisations carrying out road works in Scotland.
Providing advice to the Commissioner on the interpretation of road works legislation.
Promoting compliance with the New Roads and Street Works Act 1991, the Transport (Scotland) Acts 2005 and 2019 and all supporting secondary legislation and guidance
Attend working groups and advise on the development of guidance documents.

Essential Criteria
1. Excellent written and verbal communication, and presentation skills, including strong experience of producing clear concise information for the Commissioner, stakeholders and the public.
2. Experience of effective collaboration and relationship building with internal and external stakeholders at all levels.
3. Experience of driving business performance against agreed targets. Experience of ensuring timescales are met with high volumes of casework and that issues are managed appropriately as they arise.
4. Strong planning and organisational skills, including the ability to progress work using own initiative and deal with competing priorities.
5. Excellent communication and interpersonal skills with a good writing style and experience of writing reports
