Roles that require PVG Membership

Please note that with effect from 1 April 2023, where a role requires PVG membership, candidates will be required to meet the cost of the PVG membership. This applies only to roles with a full time equivalent salary of £30,000 and above. (Teaching roles and jobs at Grade 10 and above (currently £30,030 per annum / £16.50 per hour)

The Council will pay for the PVG membership cost initially, either £18 for existing PVG scheme members, or £59 for non-members, and this cost will be deducted from an employee’s first FULL month’s salary payment.

job purpose/about the role

The postholder is responsible for leading, managing and developing the Estates team. The role manages specialist estates and valuation services, including acquisitions and disposals (including CPO requirements)  for operational, partnership and surplus property requirements;  the asset valuation of the Council property interests, community asset transfer advice and property input to corporate projects.

The postholder provides professional and managerial leadership to ensure property advice, transactions and recommendations are professionally assured, legally compliant, financially robust and aligned to best value, good governance  and Council priorities. This includes instructing, directing and quality-assuring work undertaken by professional and technical colleagues, legal and finance contributors, and external advisers or contractors. As an RICS Registered Valuer, the postholder provides valuation assurance and responsible signatory oversight within their remit.

The post holder needs to hold as a minimum:

  • Educated to Degree level in a property related discipline
  • A Member of the Royal Institution of Chartered Surveyors (RICS) (General Practice)
  • Registered Valuer with the RICS
  • Current UK Driving Licence

The postholder is able to demonstrate:

  • Significant post-qualification experience in valuation, acquisitions, disposals, leases, licences and strategic asset management.
  • preparing reports, options appraisals, recommendations and briefing material for governance, delegated authority or committee processes.
  • managing contentious negotiations, community/stakeholder expectations and legally or commercially sensitive property matters.
  • managing annual asset valuation activity and providing professional assurance on valuation evidence, assumptions and outputs.
  • Ability to manage competing priorities, risk, governance requirements and service deadlines across a specialist professional function.
  • Strong commercial awareness, including understanding of capital receipts, rental income, holding costs, liabilities, investment portfolio performance and best value.
  • Ability to communicate complex, technical and potentially contentious property matters clearly to varied audiences.
