Job Description

The main purpose of the role is to lead and manage the Roads Projects team to provide a professional Civil Engineering Design and Construction Service for the Authority.  Alongside this maintain and develop Corporate Policy and Standards relating to technical matters for the City’s existing and new roads and transportation assets.  Provides technical advice to other sections of the Council, Community Plan partners and other councils whilst also contributing towards corporate/ national working groups as the Authority’s technical lead.  Performs the role of Aberdeen Western Peripheral Route/ Balmedie to Tipperty Assistant Managing Agent.

Minimum Qualification(s) / Certificates / Memberships etc. required

 

· A Chartered Engineer with the Engineering Council and a member of a relevant institution

or

· An Incorporated Engineer with the Engineering Council and a member of a relevant institution with extensive relevant experience.

· Degree in a relevant discipline

As a minimum, demonstrate skills and experience in

· Be able to demonstrate that they have developed/ delivered major roads projects.

· Be able to demonstrate that they have delivered projects to programme and budget against a backdrop of competing demands for their time and their team’s resources.

· Excellent people management skills.

· Proven record at management level of delivering required results within a customer focused organisation.

· Established and maintained successful, complex internal and external relationships across a variety of forums.

· Effectively designed and developed policies and procedures to ensure statutory compliance, improve service delivery and achieve organisational aims.

· Proven record of maximising resources and enhancing the quality ethos to ensure efficiency and best value.

· Effectively managed resources including human, property, financial and ICT in order to achieve excellence in service delivery and organisational capability.

 

As a minimum, demonstrate an understanding of

 

· Highway design and construction including geotechnical engineering, bridges/structures, land/topographic surveying, environmental issues affecting transportation/roads projects.

· Relevant Health and Safety legislation and regulations relating to design and construction.

· Compulsory purchase and landowner compensation regulations and processes.

· Roads & Transportation legislation.

· Relevant design and technical standards.

· Relevant forms of contract.

· Procurement and contractual risks

· Project management and delivery.

 

Demonstrate commitment to

· A programme of Continuous Professional Development to maintain Chartered or Incorporated Engineer (CEng/ IEng) qualified status.

· The principles of the Target Operating Model

· The Local Outcome Improvement Plan

· The priorities and aims of Aberdeen City Council

 

Other requirements

· Occasionally attend meetings outwith working hours.

· Occasionally travel outwith the city to attend meetings, conferences etc on behalf of the Council.

· Work at alternative locations as required.

 

Responsibilities

 

 

Legislative Requirements

  • Support the preparation of the Council for upcoming legislative developments; communicating and consulting with all stakeholders, internally and externally to the Council ensuring a collaborative approach; reporting to committees and ensuring that appropriate authorisation is obtained prior to any implementation.
  • Lead the standards for the health and safety of the service and ensure, through liaising with the Health and Safety team, that all relevant health and safety practices are implemented.
  • Maintain an awareness and to ensure that the service is compliant with regard to the Council’s responsibilities under legislation relevant to the Teams area of responsibility.
  • Be responsible for the application of, and compliance with, Council policies and procedures in all areas of managerial and statutory responsibility.

Policy and Procedures

  • Ensure the Roads Projects service is designed strategically and operationally in line with agreed Council vision and policy.
  • Monitor and report to Chief Officer in relation to the relevant revenue and capital budgets for the team; being responsible for complying with Financial Regulations and Standing Orders; managing allocated budgets; ensuring that financial resources are sourced and used to achieve high quality delivery of effective and efficient services that provide value for money; and support identifying co-ordinated use of resources across the Council and its partners.
  • Implement policies and procedures to ensure compliance with relevant legislation and national strategies.
  • Develop ways to improve the customer experience, staff experience and the use of resources.
  • Lead and implement all Council policies relevant to the service.

Civil Engineering Design and Construction Service

  • Be the focal point for the delivery of Roads Projects service to the Council.
  • Support the delivery of all Engineering services including Structures, Flooding, Coastal protection, Road Asset Improvements and small scale projects.
  • Work alongside external partners such as Transport Scotland, Public Transport Operators, Housing and Commercial Developers, SEPA, Scottish Water, Emergency Services, Regional and National bodies to implement engineering requirements specific to Roads.
  • Advise on the relevant design standards and uphold Council and Legislative requirements at all times.
  • Maintain and develop Corporate Policy and Standards relating to technical matters for the Council’s existing and new roads and transportation assets.
  • Act as the Council’s technical expert on civil engineering construction matters.

Team Management

  • Manage the team’s workloads and ensure resource management is maximised to maintain or exceed the performance requirements of the team.
  • Manage all reporting requirements, committee or otherwise, and ensure the relevant governance is adhered to at all times.
  • Allocate, monitor and report to the Chief Officer on all project and budget matters, acting as a budget holder.
  • Support the provision of technical advice to all Council services where required.
  • Contributing towards corporate/ national working groups as the Authority’s technical lead.
  • Promote a culture of Health and Safety and foster an open and transparent environment for the highest standards of safety.
  • Deputise for the Chief Officer as required.
  • Deputise for the AWPR Managing Agent as required.
