Job Description

We are seeking a highly motivated Development Officer to join our Rent Management Team. This is a key leadership role within a busy frontline housing service, focused on delivering high-quality rent management, maximising income, and supporting tenants to sustain their homes.

As a senior member of the team, you will provide strong, confident leadership through periods of change, ensuring staff are supported, performance is improved, and best practice is embedded across the service.

Key Responsibilities

  • Lead and manage a team of officers, providing clear direction, coaching, and support to ensure high performance and excellent customer service.
  • Drive continuous improvement, leading the team through service changes and modernisation with a positive, solutions-focused approach.
  • Maximise rental income, ensuring effective rent collection processes, early intervention, and robust arrears management.
  • Oversee debt recovery activity, ensuring compliance with legislation, policy, and best practice while promoting sustainable outcomes for tenants.
  • Monitor performance through quality assurance, providing feedback and addressing any issues.
  • Ensure compliance with relevant housing legislation, regulatory standards, and local authority policies.

We’re looking for someone who will bring both expertise and energy to the role. The successful candidate will be able to evidence the skills and behaviours necessary to deliver for the team.

Location can be changed depending on preferred candidates location.

Fixed term for a period not exceeding 30 April 2028

Ideally, you will have:

  • Experience in or knowledge of housing management, particularly rent management or income maximisation.
  • A proven track record of leading teams, improving performance, and delivering positive outcomes.
  • Knowledge of Scottish housing legislation, rent arrears processes, and tenancy sustainment approaches.
  • Excellent communication, negotiation, and problem-solving skills.
  • Confidence in using data to drive decisions and improve service delivery.
  • A commitment to fairness, inclusion, and high-quality public service.
