Job Description
We are seeking a highly organised and knowledgeable professional to lead procurement and contract management activity within our Waste Management Service. This role is responsible for managing the full procurement lifecycle for contracts, service agreements and recyclable materials, including drafting tender documentation, evaluating bids, preparing procurement reports and ensuring full compliance with legislation and Council policy.
The successful candidate will manage a portfolio of high-value contracts, monitor performance against KPIs, analyse tonnage and financial data, and work proactively with suppliers to resolve operational issues and ensure service quality. Responsibilities also include undertaking supplier site visits to carry out compliance checks, verify contract standards are being met, and ensure safe, efficient service delivery.
You will work closely with internal stakeholders, including senior managers and Finance colleagues, to support budget planning, procurement approvals and the development of the annual Procurement Plan. Additional duties include reviewing monthly sampling and pricing reports, ensuring community benefits are delivered, providing procurement advice across the service, and maintaining up-to-date knowledge of relevant legislation and best practice.
Strong communication skills, attention to detail and the ability to produce clear reports and analysis for management and committee use are essential.
