You will have the opportunity to benefit from our flexible and agile working practices. This means you will work from home for part of your week and spend some time in council buildings to best suit your work, meetings and collaboration.

Angus Council is continuing to improve how we manage health and safety, with a strong focus on proportionate, person-centred risk management across our services. The Health and Safety team sits within People and Organisational Development (POD).

We are seeking a Project Officer to lead and coordinate a key programme of work within the Education and Lifelong Learning Directorate, focused on strengthening risk assessment arrangements and ensuring alignment with service risk profiles.

This is a time-limited project role, with a clear focus on delivering structured outputs and establishing sustainable arrangements that will endure beyond the life of the project. The role may also contribute to, or align with, wider corporate POD programmes and priorities.

About the Role

This is primarily a project management role, responsible for planning, coordinating and delivering defined outcomes rather than providing direct operational support.

Key responsibilities include:

Designing and delivering a structured programme of work to review and improve risk assessment arrangements across education

Ensuring that risk assessment controls and mitigations are proportionate and aligned to individual school risk profiles

Establishing consistent arrangements to support the identification, understanding and ongoing management of risk profiles

Coordinating stakeholders, timelines, governance and reporting to ensure successful project delivery

Embedding sustainable processes, tools and guidance that can be maintained by services beyond the project lifecycle

The post is not a competent person role under health and safety legislation. Any requirement for competent health and safety advice will be provided in collaboration with the Council’s Safety Advisers within POD.

What We’re Looking For

We are looking for someone who can:

Lead and deliver project-based work programmes with clear outcomes and timescales

Apply structured project management approaches to planning, risk, governance and delivery

Analyse complex information and translate it into practical, sustainable arrangements

Engage, influence and coordinate a wide range of stakeholders

Work collaboratively with professional advisers, service leads and corporate programmes

Experience of delivering change or improvement projects, particularly within education or operational services, would be advantageous. An understanding of risk assessment processes is helpful but not essential.
