Job Description

Corporate Services

Commercial Operations Officer
Waverley Court

Salary: £30,751 - £36,312
Hours: 36 per week

Commercial and Procurement Services (CPS) performs a critical role, working in collaboration with the whole of the Council’s operations, to ensure that we achieve value for money whilst balancing cost, the delivery of citizen or service outcomes and our wider responsibilities, including: sustainability, community benefit, fair work practices and the development of a vibrant local economy.

An opportunity has arisen within CPS to join our Commercial Operations Team. In this role you may be involved in a number of key control functions such as the Council’s Purchase to Pay (P2P) systems, reviewing contract or purchase card spend, updating electronic catalogues, receiving contract register entries, ensuring compliance with the Council’s Contract Standing Orders and advice to customers in relation to ‘non contract’ orders.

To join our highly professional and award-winning team you will have experience in financial systems administration and support, the ability to assess complex sets of data, to draw out opportunities to improve performance and value for money, the ability to communicate effectively both verbally and in writing, to adapt communication styles to reflect needs of different customer groups and situations and a good overall understanding of the Council and its objectives.

The successful candidate will join the team of six Commercial Operations officers, reporting directly to the Senior Commercial Operations Officer and liaising with all members of the CPS team as applicable. You will need to be well organised, have good attention to detail and possess the interpersonal and communication skills necessary to ensure positive engagement with a range of diverse stakeholders. You will provide guidance and operational support to service users and team members to support the current and future challenges of the Council.

This is a challenging and fast-moving environment to work within, so you’ll also need to be professionally and personally resilient, adaptable, and responsive to change and, importantly, recognise the key role that this commercial service plays in enabling the Council to deliver better outcomes for citizens and the City of Edinburgh.

As part of our goal to improve our organisational culture and create a great place to work together for the people of Edinburgh, we want to make sure that we’re bringing the best people into our roles, not just in their skills and experience but also in their approach to work.

To help achieve this, we’re changing the way we interview and assess candidates by moving from a competency-based interview approach to a behavioural and technical (skills for the job) based approach. This new way of interviewing will allow us to assess how you think and how you would bring Our Behaviours of Respect, Integrity and Flexibility into your ways of working.

We're committed to creating a workplace culture where all our people feel valued, included and able to be their best at work, and we recognise the benefits that a diverse workforce with different values, beliefs, experience, and backgrounds brings to us as an organisation.

You can find out more on Our Behaviours web page Our Behaviours – The City of Edinburgh Council

Our salary range typically reflects the initial starting salary and annually increases until it reaches the top of the range.
