We are looking for a creative, collaborative individual with planning experience who can share our passion for making Edinburgh a great place to work, live and learn. This is an exciting opportunity to be part of a supportive team planning and delivering the best learning, teaching and community spaces and places in Scotland.
You will lead on a range of projects and areas of work related to the Council's Learning Estate and other community facilities. You will ensure that the Learning Estate is sufficient to meet current and future demand and that it provides the best learning environments. This role will have a particular focus on the impact of new housing and the Council's Local Development Plans on infrastructure requirements.
What you will be doing:
- Analysing and assessing current and projected need in relation to the learning estate ensuring future early years, primary and secondary school infrastructure requirements are identified.
- Ensuring effective and meaningful engagement with all relevant stakeholders including elected members, school staff and pupils and the wider community through briefing sessions, informal consultation and statutory consultation processes to secure support and the necessary approvals for any required changes to the learning estate (e.g. rationalisation of facilities, extensions to existing schools, new schools or school catchment area reviews).
- Fulfilling the Senior User role for the delivery of major capital projects which will typically be valued between £1m and £30m. These are not limits and projects of a higher or lower value may form part of the portfolio at any time.
- Taking the lead in researching best practice, processes, methodologies and approaches to learning estate planning and, with relevant stakeholders, assessing their value and potential for implementation.
- Taking responsibility for the preparation and content of reports, strategic plans, consultation responses, Planning appeal and Hearing documentation, briefings, presentations and FOI responses for senior management, Committees, Council meetings, Planning Hearings and external agencies.
- Identifying opportunities for continual improvement and demonstrating effective management of change within a complex internal and external environment particularly during a time of adaptation and renewal.

Our salary range typically reflects the initial starting salary and annually increases until it reaches the top of the range.
