We are looking for five passionate, collaborative, and driven colleagues to join us as Neighbourhood Prevention Partnerships (NPP) Development Officers. This is a unique 23-month secondment opportunity to be at the heart of a fresh, city-wide movement focused on prevention, early intervention and community support.
About the role
Edinburgh is shifting the way it works. We want to move away from simply reacting to crises and instead build a system that supports people long before they reach a breaking point.
As an NPP Development Officer, you will be the "boots on the ground" in one of five target areas: Pilton, Liberton, Wester Hailes, Restalrig/Craigentinny, or Craigmillar. Your mission will be to bring Council services, local charities, and public sector partners together under one roof. You won't just be following a manual; you will be testing, learning, and evolving this new way of working alongside the community.
What You'll Be Doing
- Building Partnerships: You'll create strong, trusted relationships between the Council and local organisations to ensure we are all pulling in the same direction.
- Connecting Communities: You will help design a "no-wrong-door" approach, making it easier for residents to get help without having to navigate a maze of different departments.
- Driving Innovation: This project is iterative. You will help us learn what works (and what doesn't) so we can scale this model appropriately across the entire city.
- Leading Cultural Change: You will champion a "relational" approach-treating people as individuals, not transactions, and helping them build the agency to thrive.

Co-ordinating services and facilitating relationship and team building in a new environment and framework.
Designing and embedding new ways of working based around incremental learning approaches and sensemaking.
Adapting flexibly to change and working in ambiguity. You'll encourage and harness ideas and innovation from the team(s) and stakeholders.
The decisions you take will:
Impact on local and citizen outcomes. They may have an impact on Council services, processes and organisational arrangements.
Ensure key strategic decisions are informed by robust insight and expertise.
Have financial, safety and reputational consequences to the Council.
